**BUILDING INSPECTOR I**

The City of Belleville, known as the ‘Friendly City’, is located at the mouth of the Moira River where it meets the picturesque Bay of Quinte. Currently, the City of Belleville has an exciting opportunity for a highly motivated, strategic, and dynamic individuals to temporarily join our Engineering and Development Services Department as a Building Inspector I.

**PURPOSE AND SCOPE**

Under the direction of the Chief Building Official, or the Deputy Chief Building Official the Building Inspector I is responsible for examining plans and specifications submitted for compliance with statutory provisions, standards and procedures set out in the Building Code Act, the Ontario Building Code and municipal by-laws.
The Building Inspector I issues permits and inspects work pursuant to permits for conformity with all applicable statutes and procedures. In performing these duties, the position provides technical knowledge and advice regarding statutory provisions, regulations and by-laws affecting such matters.

The position also assumes certain responsibilities with respect to enforcing by-laws and other statutes related to buildings and properties.

**DUTIES AND RESPONSIBILITIES**

Under the direction of the Chief Building Official, or the Deputy Chief Building Official respecting the construction and alteration of buildings, plumbing, HVAC, signs, swimming pools, service laterals, drainage and demolition in accordance with all pertinent by-laws of the City, the Building Code Act and the Ontario Building Code, conduct all but not limited to the following:

- Review plans and specifications submitted for compliance with all requirements within the prescribed timelines established by the Building Code for buildings in the House, HVAC House and Plumbing House category of qualification.
- Issue permits as appropriate and maintains records.
- Schedule inspections and inspect work in progress to completion, in accordance with plans that formed the basis for the issuance of the building permit, the Building Code Act and the Ontario Building Code and the timelines for conducting inspections and completes and maintains digital and written inspection records.
- Advise property owners or contractors or trades on matters of non-compliance, works to resolve matters of non-compliance and issues notices and Orders as necessary and in conjunction with the Chief Building Official or Deputy Chief Building Official.
- Implement the directives of the Chief Building Official and Deputy Chief Building Official as necessary. Provide feedback and inform the Chief Building Official or Deputy Chief Building Official on procedures or matters that would improve the administration of the Building Code Act or the Ontario Building Code in the City.
- Investigate complaints and inquiries and prepare reports on and works to resolve the same.
- Maintain continuous visual check for unauthorized work, infractions against by-laws and contraventions to regulations, and reports to the Chief Building Official as necessary.
- Consult with and assist architects, engineers, contractors, agents, the general public and City staff on issues pertaining to buildings and property.
- Maintain inspection records on all files that are assigned.
- Assist with the preparation of evidence and act as a witness before the courts and other administrative tribunals and consults with the City’s solicitor as necessary or required.
- Prepare reports, notes and correspondence as required in the performance of duties.
- Enforce designated by-laws and the Ontario Building Code in accordance with standardized procedures as may be required by the Chief Building Official.
- Attend committee and other administrative meetings as required (i.e. property standards committee, standing committee, court).
- Provide assistance at front counter as required.
- Practice and promote good customer service.
- Other duties as assigned.

**EDUCATION/SPECIALIZED TRAINING/SKILLS**
Minimum Qualifications:

- Two (2) year college diploma in engineering or architectural technology, or equivalent training and experience.
