IT Client Portfolio Lead

**This posting is for 1 permanent full-time position**

The IT Client Portfolio Lead will establish a relationship between Information Technology Services (ITS) and County business units to increase the value realized from IT assets, investments, and capabilities. As a trusted advisor, this role aligns technology investments, people, and processes with corporate priorities, business programs, and services. While also providing strategic planning, program management, project management, and operational management at a portfolio level.

**Responsibilities**:

- Lead the conversation with decision makers to achieve consensus on a portfolio-level strategy that aligns to Council priorities, Corporate and Departmental Business Plans
- Establish and maintain a portfolio roadmap with pragmatic timelines to achieve strategic outcomes based on considerations such as priority, impact, and ability to deliver
- Facilitate conversations with stakeholders to assess risks, issues, and opportunities and their impact on portfolio direction
- Select the best group of projects to meet the portfolio objectives defined within the Portfolio Roadmap
- Contribute to the annual budget process in support of prioritized projects and operations
- Manage the risks, funding, scheduling, and resourcing associated with the Portfolio Work Plan
- Coordinate, direct and oversee the successful execution of projects associated with the Portfolio Work Plan
- Provide project management and leadership in all aspects of technology related projects to ensure coherent, integrated, and secure operating environments that effectively meet evolving business needs
- Provide guidance, coordination, and oversight of activities required to sustain services associated with the portfolio at an acceptable level
- Support asset life cycles and associated planning and required funding, including upgrades to hardware infrastructure and software
- Supervise staff assigned to the portfolio by; leading recruitment efforts, providing supervision, coaching, mentorship, encouraging professional development, and fostering individual growth

**Skills and Abilities**
- Proficient at managing time and concurrent priorities effectively and efficiently; strong and well-developed planning, organizational and leadership skills
- Well-developed interpersonal and communication skills
- Ability to make effective decisions and provide recommendations within a political setting
- Ability to work under pressure, manage a variety of projects simultaneously and regularly meet tight deadlines
- Strong business acumen; capacity to fully analyze departmental operations and objectives, understanding the problems and identifying potential improvements
- Ability to define functional business requirements and processes for disparate municipal departments with varying levels of complexities and dependencies
- Sound logical and analytical thinking; demonstrated ability to investigate and design system solutions in the field of information technology services

**Qualifications**
- Post-Secondary Degree in the field of computer science, or another related information technology discipline, with a minimum of seven (7) years project management experience on information technology projects
- Diploma in the field of computer science, or another related information technology discipline, with a minimum of nine (9) years project management experience on information technology projects
- Minimum of five years business analysis experience on information technology projects
- Prosci Change Management, PMI PMP, & ITIL considered assets

Equivalencies of education and experience may be considered.
