**POSITION PROFILE**

The Manager, Offsets (VP/ITB) role is a key function to element the overall objectives of the L3Harris commitments to the Canadian and foreign Governments for current and future programs. The incumbent will lead the L3Harris MAPPS Offsets team in areas of IRB and VP/ITB initiatives. This position is based either in Montreal, Quebec or Ottawa, Ontario.

**ROLE & RESPONSIBILITIES**
- Manage Canadian IRB and VP/ITB requirements across MAPPS Canada projects, Execute administration duties including the submission of monthly and yearly reporting ITB/VP delivery documents in support of various programs including Royal Canadian Navy (RCN) and Canadian Coast Guard programs, such as Canadians Surface Combatant (CSC), Arctic Offshore Patrol Ship (AOPS), Joint Support Ship (JSS);
- Provide coordination, planning, and execution for Offsets/VP/ITB commitments on major projects for MAPPS’ products;
- Develop and produce Offsets/ITB/VP proposal documents in support of bids for new programs requiring ITB/VP submissions;
- Coordinate activities from Business Development, Project Management, Supply Chain, and MAPPS Management to identify, plan and ultimately meet all MAPPS IRB and VP/ITB commitments;
- Provide contract administrative support, including schedules, spread sheets, Configuration Management/Document Management (CM)/DM) support, and submission of contracted deliverables for L3Harris programs;
- Provide Business Development support with regards to Offsets/VP/ITB commitments that includes support to proposals, marketing and internal reporting;
- Contribute to Proposals to ensure offset obligations are properly addressed in proposals.
- Coordinate and report on activities with Sector and Segment to achieve effective overall offsets management within the company.
- Manage and build a team for Offsets/VP/ITB commitments.

**QUALIFICATIONS**
- Bachelor degree or Equivalent;
- Experience with managing Industrial and Technological Benefits (VP/ITB Obligations) on major defense programs;
- Additional experience required in:

- Contract Administration
- Program Management
- Canadian military defense procurement/programs
- Configuration and document management,
- Team leadership
- Strong writing skills to produce Contractual, Project Management and Business Development documentation is a must;
- Ability to facilitate working sessions;
- Excellent interpersonal skills that instill confidence and trust among clients and internal teams;
- Ability to work independently;
- Bilingual French and English with excellent English written and verbal communication skills;
