**Purpose of the Position**
- The Province of British Columbia has chosen South Fraser Station Partners to work on the Surrey Langley SkyTrain project. The SFSP scope of work includes the construction of eight stations, a 250m Guideway, three standalone Power Propulsion Substations, and three bus exchanges. The Surrey Langley SkyTrain Project will improve regional connections and provide fast, frequent, and reliable transit service for people and businesses across Metro Vancouver, especially south of the Fraser River. The general partnership is made up of Aecon, Pomerleau and Acciona.
- Reporting to the Project Controls Manager, the **Cost Control Manager** will advise senior management on cost analysis, potential costs exceeding the budget, and proactive actions to take place. The **Surrey Langley SkyTrain**project is a site-based position based out of **Surrey, BC**.

**Key Responsibilities**

**Cost Controls Systems & Tools**
- Provides support to project controls, procurement, commercial, and construction teams to ensure controls systems are properly implemented and utilized on the project.
- Participates in developing, establishing, and maintaining project cost / control systems.
- Assists with evaluating and documenting processes and procedures related to cost controls to be followed by project teams.
- Provides input on an ongoing basis for improvements/modifications to Aecon’s project controls policy & guidelines.

**Progress & Cost Tracking**
- Develops and implements processes, cadence and requirements for cost recording, progress claiming plans, forecasting and reporting.
- Responsible for setting-up and implementation of project cost systems (cost codes, job cost processing procedures, project rules of credit).
- Develops, or assists in the development of, quantity detailed quantity trackers and manpower utilization plans and actuals for discipline or specialty activities bases for the assumptions.
- Plans, coordinates, and directs/performs the preparation of specific budgets, codes of accounts and recommends appropriate modifications and revisions as project progresses.
- Performs data analysis, performance monitoring, control functions and reforecasts as well as problem identification, and makes recommendations for improvement.
- Responsible for required project status reports for internal management and for the customer, including the overall project Dashboard, project performance reports (Earned Value, SPI, CPI, etc.).
- Ensures all the contract conditions (invoicing, reporting, change management, etc.) are applied and fulfilled for project set-up, project tracking and reporting, and project closeout.
- Assists with contract management and payments.
