Job DescriptionThe YWCA Career Paths for Skilled Immigrants program (CPSI) is a funded initiative (Ministry of Municipal Affairs (MUNI) and IRCC) to support newcomers to Canada who live in North Vancouver, West Vancouver and the Coast; and have international credentials, training and skills from outside of Canada. YWCA Career Paths participants will work one-to-one with knowledgeable career coaches to gain valuable resources needed to assist them in launching their careers in Canada. This program is free for internationally trained professionals who meet eligibility requirements. YWCA Career Paths will deliver programming to unemployed or underemployed individuals who have become permeant residents within the last five years and have at least one year of pre-arrival work.
Reporting to the Associate Director of Employment and Training Programs, the Program Manager will oversee the Career Paths program results' operations, management, and reporting. This position will manage employees and work closely with project stakeholders, including the funders and YWCA organizational departments. The Program Manager will also assist in recruiting interested guest speakers, clients, and employers.
**What you’ll be doing**:
- Continuation of the project, including outlining the guidelines, requirements and activities for other team roles
- Organize and assist in curriculum development and workshop design
- Oversee day to day operations of the program
- Knowledge of the foreign credential recognition evaluation process for newcomers
- Provide leadership support and coaching to staff when faced with challenging situations as required
- Establish and foster effective relationships with the local community and immigrant-serving organizations to promote Career Paths for Skilled Immigrants and recruit eligible participants
- Coordinate and conduct marketing and participant recruitment for the program
- Hire, onboard and supervise staff and volunteers; conduct performance reviews
- Monitor and manage the budget to ensure fiscal accountability; ensure that program operates within budget and project’s requirements
- Ensure that program deliverables are met; keep accurate records for funders, agencies, business partners and participants
- Ensure vendor invoices are coded, signed and sent to head office in a timely manner
- Mediate when problems arise between an employer and work experience placement program participant
- Work with Associate Director Employment and Training Programs and internal/external advisory to ensure program success and accountability
- Mitigate client concerns and liaise with senior management and employer partners as necessary
- Assist the program staff in research and secure placements for participants and liaise with employers as needed
- Meet with employers to gauge their interest in participating in placements
- Attend weekly case conferencing with program staff to discuss client and employer issues, as well as opportunities.
- Report writing, learning and following policies including MUNI, IRCC and YWCA requirements
- Conduct ongoing program’s evaluation; analyze evaluation survey data and implement changes as required
- Participate in Employment Department proposal writing activities that require working in and meeting tight deadlines
- Ensure conformance to CARF Accreditation standards, Occupational Health and Safety, and Human Resource standards
- Adhere to onsite Health and Safety Procedures
- Other duties as required
**What you’ll need**:
- 3 years’ minimum direct management experience managing an employment program, business development or HR setting working with staff and participants.
- Experience delivering services with set deliverables and outcomes
- Desired educational requirements: Bachelor’s Degree in a related field with recent professional development and leadership coaching training an asset, or a combination of related education and experience
- Experience delivering programing to newcomers in career and job search transition
- Ability to convey a high degree of commitment and passion for the mission of the YWCA and the goal of guiding newcomers toward economic sustainability
- Direct experience managing program budgets and maintaining sound financial accountability, tracking expenditures and developing annual budgets
- Demonstrated leadership and conflict resolution skills
- Excellent verbal and written communication skills required; e.g. working with YWCA staff, participants, donors, stakeholders; diplomatic and professional with a keen understanding of ethical boundaries
- Demonstrated partnership building abilities with employers and community
- Solid understanding of career development programming, current hiring practices and labor market trends
- Keen understanding of issues and barriers faced by newcomers to Canada
- Demonstrated skills using video conferencing platforms to supervise/communicate with staff and participants and facilitate meetings, presentations
