The Director of Funding Design and Analysis leads the Division’s funding strategy in the context of a complex financial framework, and is responsible for delivering effective grant funding programs, and engaging with program beneficiaries to ensure that government outcomes are achieved. The Director leads a team of professional staff, occasionally leading the work of external consultants, and fosters collaborative working relationships with intra
- and inter-governmental partners and sector stakeholders. The Director is up to date on current funding methodologies and models of funding in other Canadian jurisdictions, leading a team in the design of Manitoba-specific cost-benefit analyses and the evaluation on new and existing initiatives, expenditure monitoring and reporting, implementation of financial accountability, and assurance of sound business practices.
The Director is responsible for developing Manitoba's funding strategy for early learning and child care, including all deliverables under the Canada-Manitoba ELCC agreements, totaling $1.3B over five years. They are accountable for maximum utilization of annual funding allocation and avoiding the lapsing of funds by providing programming options based on reliable multivariate and multi-year financial forecasts. This includes the development of financial models, assumptions, methodologies, and risk mitigation strategies used for the financial forecasting, long-term strategic planning, as well as other routine reporting and analysis requirements.
The Director also coordinates senior leadership of all branches in the Divisions budget planning and preparation, from a context of the development and implementation of multiple bilateral agreement Action Plans. They develop and communicate division-specific instructions and guidelines, review multiple Treasury Board submissions and assess impacts of proposed changes to short and long-term planning.

Qualifications:
**Essential**:
- Completion of post-secondary education preferably at Master’s level in a relevant social science discipline such as Economics, Finance, Business Administration, Public Administration, or related field. An equivalent combination of relevant education and/or experience may be considered.
- Experience translating strategic priorities into clear operational and business plans, and experience with strategic performance management and measurement systems (e.g. Key Performance Indicators, Balanced Scorecards).
- Strong financial acumen with experience in budgeting and financial management within a federal/provincial/municipal government context.
- Experience in forecasting, financial analysis, long-term planning, and business strategic analysis.
- Experience in project leadership including demonstrated problem-solving and decision-making skills on complex issues.
- Management experience with responsibility for human and financial resources.
- Proven ability as a leader with a commitment to create, support and sustain a diverse environment that enables staff to achieve results and to develop for the future.
- Political acumen demonstrated through experience providing strategic advice to senior leaders on complex topics and sensitive issues.
- Strong verbal and written communication skills with experience managing internal and external stakeholder relationships.
- Strong organizational and time management skills to work under pressure, and manage multiple priorities in tight timeframes.
- Proficiency with Microsoft Office programs (Word, Excel, PowerPoint, Outlook and Power BI).
