**Main Purpose & Function**
The Planner I is responsible for supporting shared micromobility and commercial and public uses in the street right-of-way and public realm. This role supports research and policy development, infrastructure planning, stakeholder engagement, and the review of designs for programming and licensing public space for shared micromobility and street uses. This involves working with (a) emerging policies and initiatives related to shared micromobility and programming and licensed use of the public right of way, (b) public engagement on plans and programs, and (c) research partnerships with internal and external stakeholders.

A key project in this portfolio will be supporting the development of a shared e-scooter pilot program from start to finish, including pilot scoping, assisting with a Request for Proposal process to select a service provider, negotiation of a complex multi-year agreement with the selected provider, and overseeing system, planning and implementation. The shared e-scooter pilot advances key City objectives related to sustainability, resilience, accessibility, asset management, service levels, and supporting local and regional growth.

**Key Contacts and Reporting Relationships**

The position reports to a Project Manager II or Planner II and works closely with multidisciplinary internal and external contacts including Planners, Engineers, communications, special events, and technical staff and various internal and external stakeholders such as senior levels of government, businesses, BIA’s, design professionals and the general public.

**Specific Duties & Responsibilities**
- Conducts research and surveys, analyzes results and writes reports summarizing issues, and formulates policy and recommendations.
- Investigates problems and identifies issues, develops conceptual illustrations to communicate concepts to other departments, stakeholders, and the broader public.
- Facilitates, co-designs and conducts public engagement processes and consultation with other departments, agencies, stakeholders and the broader public.
- Develops and maintains relationships with key stakeholders, supports partnerships with other Departments and agencies, including industry stakeholders, BIAs, neighbourhood associations and property owners.
- Leads internal discussions and outreach to businesses and key stakeholders.
- Responds to enquiries on projects and programs; represents interests of Street Use Management, Engineering, and the City to internal and external multidisciplinary groups.
- Supports the development and implementation of policy and programs for uses in street right-of-way.
- Provides guidance to junior and technical staff
- Prepares reports for presentation to Senior Management and Council.
- Other duties/responsibilities as assigned.

**Qualifications**

Education and Experience:

- A post-secondary degree in Planning, Landscape Architecture, architecture, or a related field, preferably at the post-graduate level, plus a minimum of 2 years of professional experience, or an equivalent combination of education and experience.
- Experience in policy review and research, best practices reviews, and policy planning.
- Experience in public space planning and stewardship, design guidelines development, urban and spatial design analysis.
- Experience in outreach and engagement, with exceptional experience in communicating complex ideas and negotiating.
- Experience in collaborating on inter-departmental and multi-disciplinary teams.
- Membership or eligibility for membership in the Canadian Institute of Planners is an asset.

Knowledge, Skills and Abilities:

- Considerable knowledge of current issues and local policy related to active transportation, micromobility and/or public space management
- Considerable knowledge of policy and by-law development, municipal planning, and development processes.
- Considerable knowledge of research techniques and analysis used in developing policies and regulations.
- Good knowledge of municipal regulatory issues governing licensing or zoning or intergovernmental issues affecting public services.
