Status - Temporary Full-Time - Temporary - Approximate length of assignment, in months - 19 Months - Type of Position - an Addition to Staff - Start Date - Salary - Per hour - Salary Grade - $51.52 - $55.98 - Department - York Region -> Community & Health Services -> Public Health - Location PH CFH & HP - 17150 Yonge Street, - Newmarket, ON L3Y 8V3 CA (Primary) - Job Description (E) **POSITION PURPOSE** Reporting to the Manager, Child and Family Health, is responsible for coordinating, planning, analyzing and evaluating programs and processes for the Public Health Branch; providing expertise, leadership, facilitation and guidance in the design and implementation of evaluation methods; supporting knowledge transfer and decision-making to promote evidence-informed practice across the Public Health Branch; recommending strategies and policies to support effective program planning and evaluation; and evaluating alignment of programs and processes with business and strategic plans. **MAJOR RESPONSIBILITIES** - Coordinates and carries out program evaluation activities to meet the Foundational and Program Standards, as required by the Ontario Public Health Standards and related protocols and regulations, enacted under the Health Protection and Promotion Act. - Develops evaluation plans, in consultation with project/program teams, to evaluate new and existing public health programs at each evaluation phase of a program’s lifespan (i.e., establishing need, design and planning, implementation, assessing results for performance improvement) that are consist with strategic and business plans, performance standards and Branch priorities. - Provides technical expertise on the appropriate use of quantitative, qualitative, and mixed-method approaches to program evaluation (e.g., methods, study design, evaluation tool development, statistical analysis and interpretation, results dissemination). - Assists the Manager in policy development by conducting research, evaluating existing policies and making recommendations for changes. - Researches, analyzes and interprets available sources of data, including review of related reports, literature reviews, other regional practices and procedures and legislation. - Liaises and communicates with program stakeholders to define appropriate timelines, resource requirements, stakeholder participation and other support/contract requirements, as part of the program evaluation planning process. - Establishes links between program evaluation and continuous quality improvement processes throughout the Public Health Branch. - Performs other duties as assigned, in accordance with Branch and Department objectives. **QUALIFICATIONS** - Successful completion of a Masters Degree in Public Health (MHSc, MSc, MHE or MPH) or the approved equivalent of evaluation experience and education. - Minimum two (2) years related experience in program planning and evaluation, group facilitation, community health research and health planning and the use of public health indicators. - Experience in planning, developing, and implementing comprehensive evaluations in a public health or similar setting, including knowledge of theories, principles, and methodologies of how program evaluation supports public health programming. - Experience conducting extensive literature reviews and critically appraising the quality, internal and external validity of research results for applicability to public health settings. - In-depth understanding of and experience in determining the need for, the integration of and the interpretation of analytical, statistical and epidemiological methods and tools in conducting program evaluation. - Knowledge and demonstrated ability in corporate core competencies including customer focus, communication, collaboration and personal ownership - Council Approval Date - Scheduled Weekly Hours - 35 - Scheduled Shifts - Operational Hours - Close Date - May 21, 2025 - # of Hires Needed - 1 - Union - CUPE Local 4900 - .
