Position Overview
Reporting to the CEO, the Director, Capacity Development oversees the implementation of Financial Administration Laws and/or policies enacted by First Nation governments and not-for-profit organizations through the design and implementation of a Financial Management System (FMS). The design and implementation of an FMS involves an intensive multi-year process (three years on average) and requires developing and maintaining deep, trusting relationships with First Nation government and not-for-profit clients.
This position oversees several regional direct reports at the intermediate and senior professional level.
Accountabilities
Leadership
- Demonstrate empathetic and inclusive leadership qualities that foster the conditions for a high performing team.
- Create the conditions for continuous improvement and feedback.
- Provide input for the development and implementation of the strategic, corporate, and business plans.
- Contribute to the continual improvement of the FMB’s policies, procedures, and operations.
- Perform other duties and responsibilities, including special projects, as may be assigned by the CEO, including assisting with funding proposals, feasibility studies for projects, drafting and negotiating funding agreements.
- Collaborate with other members of the Senior Leadership Team to develop effective and efficient processes.
- Represent the FMB on capacity development committees and working groups hosted by national or regional organizations as requested or approved by the CEO.
- Work collaboratively with the Director, Indigenous Engagement, Laws and Relations to implement, monitor and improve the OneFMB service strategy.
- Evaluate the quality-of-service delivery by all contracted agents supporting the Capacity Development team.
- Maximize staff performance and productivity by ensuring effective use of training, motivating and mentoring programs.

Capacity Development Services
- Oversee the provision of capacity development services designed to allow First Nation government and not-for-profit clients achieve FMS Certification. These services include facilitating, enabling, motivating, educating clients and may take the form of:

- Facilitate the completion of financial management system self-assessments;
- Provide guidance and interpretation in relation to the FMB’s Standards, and any resource materials provided;
- Delivery of virtual, in-person or hybrid educational and awareness workshops;
- Follow-up progress monitoring and providing encouragement and hands-on support;
- Identify barriers and challenges to meeting interim and annual financial reporting deadlines and requirements and assisting First Nation clients to overcome these;
- Assist First Nations in planning and managing timely completion of financial management requirements including working with external contractors from time to time.
- Working with the Director, Standards develop tools, templates, guidance, sample policies and procedures compliant with FMB Standards.
- Develop and implement the most effective approaches to building client capacity to help ensure they are compliant with Financial Management System and Local Revenue Financial Reporting Standards.

Support Services
- Provide oversight and leadership to the Support Services department and team.
- Monitor and ensure compliance with all relevant CPA provincial legislation, in particular maintaining the FMB’s obligations as a provincially regulated entity under Ontario CPA legislation.

Default Management and Prevention
- Provide oversight and leadership to the Default Management and Prevention department and team.
- Engage with Indigenous Services Canada as part of any default management and prevention policy reform.

New Fiscal Relationship
- Provide advice to the Assembly of First Nations and Indigenous Services Canada regarding a new fiscal relationship between the Government of Canada and First Nation governments.

CDI Business Plan
- Develop an annual Capacity Development service plan as a key input to FMB’s annual budget and corporate planning process clearly outlining goals, objectives, key performance indicators, timelines, and assigned responsibilities, ensuring alignment with FMB’s strategic priorities and corporate plan.

Standards
- Provide input to the Director, Standards regarding the development, maintenance, repeal or revision of FMB’s Standards (in particular the FMS Standards collection).
- Provide client and third-party feedback to the Director, Standards regarding any proposed amendments to the FMB’s Standards collection.
- Maintain current working knowledge of existing and proposed standards set by PSAB, CSSB and AASB.

Data Collection and CRM Reporting
- Collect necessary data and prepare regular reports on the certification status of clients.
- Ensure CRM, Content Manager, the website and any other system functionality for the business line aligns to client and overall FMB needs, whether these be client-usability or reporting.
