Job Summary:
**Your role**:
This position requires a broad range of management, business, and technical skills to guide the successful implementation of the GIS and Data Program for the City. The GIS and Data Program Manager should be expected to spend forty percent (40%) of their available time focused on the tactical and operational implementation of GIS and Data projects for City-wide and department initiatives, sixty percent (60%) of their available time should be spent on strategic and program management ensuring the delivery of GIS and Data projects and implementation schedule is maintained (e.g. project management, guiding internal resources, education, managing external consultants).

**GIS and Data Program Management**:
- Provide visible and positive leadership to the GIS and Data team that is consistent with the commitments of the City’s Leadership Charter, developing and nurturing a work environment that is inclusive, respectful, and motivating for staff.
- Provide oversight of staff including support for the recruitment, training, mentoring and performance. This position oversees three permanent positions as well as contract positions that have been onboarded for project work.
- Act as a co-chair of the Data Steering Committee that will define and implement the City’s Data Action Plan.
- Innovate and enhance City services by using data and analytics.
- Define and develop the strategic components that work together to comprehensively support data management across an organization.
- Establish, manage and communicate information policies and mechanisms for effective data usage.
- Promote the City’s GIS user community and Data community of Practices with a goal to increase cross departmental collaboration.
- Liaise with the municipal partners, vendors, and industry contributors to develop a community of practice.
- Promoting the use of GIS tools to develop and share operational metrics.
**Data Security and Server Support**:
- Provide support and guidance to the planning, developing, installing, configuring and maintaining of GIS Servers and related database server software.
**GIS and Data Development**:
- Provide advanced spatial and statistical analysis and transformation to support business unit operations and service delivery planning.
- Document GIS and Data administration processes for the purpose of disaster recovery planning.
- Perform other related duties as assigned.
**Qualifications**:
- Experience supervising staff and leading work teams. Previous experience managing a team of technical resources would be an asset.
- Preferred experience with ESRI ArcGIS suite of products within a Windows environment including knowledge of modeling and analysis concepts.
- Preferred experience with Master Data Management, Data Warehousing and Data analytics products including PowerBI, modeling and analysis concepts.
- Excellent oral and written communication skills with the ability to communicate with all levels of the organization, stakeholders and the public.
- Advanced skills in Microsoft Office (Word, Excel, and Outlook).
- Strong customer service skills.
- Excellent analytical, problem solving and decision-making skills.
- Ability to work both independently and in a team environment.
- Evening or weekend work will be required to attend meetings or respond to urgent issues.
**Rate**:
$97,600 - $122,000
