Payroll AdministratorResponsible for assisting in multiple payroll activities relating to weekly and bi-weekly payroll processing in a union and non-unionized environment. Essential Job Functions
- Daily communication with district offices & employees. Provides support with all requests.
- Communicate with 3rd party vendors such as Service Canada, unions, Workers Compensation, and other government agencies
- Full payroll cycle processing
- Process new hires, rehires and terminations in ADP including entering of direct deposit information and processing of TD1 forms
- Create and generate reports and spreadsheets for departments and other personnel as requested
- Issue Records of Employment and update systems accordingly
- Ensure CPP and EI paid elsewhere is programmed for employees working under multiple company codes
- Process hours and expenses in accordance with weekly and bi-weekly payroll processing
- Handle manual deductions such as LTD and union dues, traffic infractions, over usage of cell phones
- Receive all incoming payroll documents on a weekly basis for payroll processing from district administrators and review for errors. Communicate with districts to determine and correct errors.
- Track time of incoming payroll documents to ensure districts are adhering to policy for payroll deadlines
- Balance weekly expenses. Ensure all expenses are paid and ensure appropriate approvals are received.
- Export, verify, and balance timesheet hours and expenses
- Ensure payroll documents are processed by deadline
- Ensure all month end cheques are sent out to meet the required due dates
- Administrative duties using appropriate systems
- Calculate manual payments for missed timesheets including preparing and entering wire transfers, processing job advances in accordance to QCC agreement and ensuring deductions occur
- Assist senior analyst with reconciling of payroll GL accounts and complete weekly GL downloads
- Complete requests for payroll information from Service Canada
- Process annual union increases and any applicable retroactive payments
- Other duties as assigned

Monthly Union Remittances and WSIB Duties:

- Create reports and update appropriate spreadsheets
- Ensure that pensions are not remitted for QCC employees that are probationary and have worked less than 500 hours
- Ensure that employees that are on Wage Indemnity are remitted for full benefit plan
- Process and communicate with team members for items such as an increase in employer contribution changes, over/short reports
- Ensure that all union remittances are completed and payment is issued and received
- Ensure that all YTD’s are entered and balanced to payroll register
- Enter any applicable pension adjustments
- Deduct union dues & LTD from employees pay
- Reimburse LTD for employees who did not qualify for full benefit plan
- Once union cheques are processed, match payment to applicable report(s)
- Enter weekly and bi-weekly earnings for employees and YTD gross income
- Create cheque requisitions, request payments(s) and complete annual reconciliation reports for multiple provinces
- Prepare monthly workers compensation reports
- Communicate with districts and resolve any issues pertaining to account status

Job Qualifications
- Certification through the Canadian Payroll Association or completion of payroll related courses is required
- Minimum of 3 years of progressively responsible payroll administration experience
- Knowledge of current legislative requirements and CRA regulations
- Intermediate level skills using Microsoft Office such as Excel, Word and Outlook
- Quick learner with attention to detail and accuracy
- Ability to deal with tight deadlines
- Ability to work independently or with mínimal supervision
- Experience in managing the processing of salaries, bonuses, and other forms of compensation
- Sound analytical thinking, planning, prioritization, and execution skills
- Strong customer service focus
- Highly conscientious, along with an energetic and mature approach

Working Conditions
- Some travel may be required
- Manual dexterity required to use desktop computer and peripherals
- Additional hours as required
- Work is conducted in a semi-private office/cubicle setting
