It is the mission of Tungasuvvingat Inuit (TI) to provide Inuit-specific programs that contribute to the health and wellbeing of Inuit, and to encourage and support similar programs for Inuit across the country. With over 30 years of highly successful experience in crafting the design, development, and delivery of a wide range of effective, client-centered services, TI continues to deliver quality programs and services that directly benefit our growing urban Inuit population.
Under the direction of the Executive Director, the Director of Community Services will support the members of the Tungasuvvingat Inuit (TI) management team in the process of program development and delivery. Working in close collaboration with the Executive Director, the Executive Team and with Program Managers, the Director will lead and/or support the assessment of community program and service needs; program, project and event planning, budgeting and evaluation; revenue generation; proposal development; and liaison with government, corporate, and not for profit partners and funding agencies. The Director of Community Services utilizes and incorporates the 8 Guiding Principles of Inuit Qaujimajatuqangit and Inuit traditional teachings when approaching all areas of responsibilities.

**Responsibilities**:

- Undertake research to identify and prioritize the program and service needs of TI’s membership and service area.
- Participate in the development of strategic, operational, program and project plans for TI.
- Assist Program Managers in preparing, planning and budgeting materials for inclusion in TI’s strategic and operational planning.
- Review and develop corporate policies and procedures to identify gaps or revision needs.
- Define and monitor program and service delivery standards.
- Support Program Managers in analyzing community needs based on research and community input.
- Support program/service design by assisting in:

- Program goals, objectives, intakes, outputs and outcomes;
- Financial, facility, equipment, materials, policy and human resources needs;
- Impact on and linkages with other TI programs, TI general management and administration, and TI governance;
- Program evaluation and program performance measurement/monitoring framework;
- Program-specific policies and procedures, including registration, utilization, and case management
- Risks to the program’s clients, staff, management, volunteers, property, finances, goodwill, and image.
- Support annual program planning by assisting in the preparation of program targets for intake and output; program communication and promotion; and support event design and management.
- Assist Program Managers in reporting to meet third party financial and operational reporting requirements.
- Identify direct and secondary staffing and training needs associated with program and service delivery.
- Identify opportunities for staffing efficiencies at the program level through shared resources with other programs.
- Support the development and maintenance of a program-focused performance review framework and process.
- Support the design and delivery of training, coaching, oversight and mentorship to managers, board members and other TI staff on the incumbent’s areas of expertise, including proposal development, negotiation, project planning, project management, project budgeting and financial oversight, and advocacy.
- Develop and assist in implementing a revenue generation plan for specific programs.
- Assist in the preparation of a comprehensive annual budget for programs and services.
- Assist in the preparation and submission of program financial reports, internally and to funders as required.
- Establish effective working relationships, collaborative arrangements and support networks with Inuit and other community groups, funders, partners, and government representatives at the municipal, provincial and federal levels.
- Support the development of TI strategic plans and position reports, briefs and policy positions
- Maintain existing and identify additional potential funding sources linked to TI strategic goals to support TI programs, services, events and operations, including government programs, foundations, corporate donors, and other strategies.
- Establish and implement longer-term revenue generation strategies, including planned giving and other approaches.
- Prepare funding proposals based on program, service, and the annual operational plan.

**Qualifications**:
Ability to handle confidential information with discretion; be adaptable to various competing demands; ability to achieve high performance goals and meet deadlines in a fast-paced environment is required. Must possess demonstrated proposal writing experience.
Completion of undergraduate degree/diploma in business, public administration, communication
