The Victoria Immigrant and Refugee Centre Society (VIRCS) operates in the territory of the lək̓ʷəŋən People and acknowledges that the Songhees and Esquimalt Nations have been stewards of this land since time immemorial.

VIRCS's mission is to assist immigrants and refugees in settling and integrating through comprehensive services for their evolving needs. VIRCS has over 30 years of experience in providing comprehensive settlement services to immigrants, refugees, and their families. VIRCS’s high quality and outcomes-driven settlement and integration services serve over 4000 clients annually across eight programs.

Primary Accountability

To supervise, manage and support all projects and initiatives related to the Community Resilience Program.

**Responsibilities**:

- Program Management and Administration
- Initiate the launch of new program including creation and implementation of all tools and processes related to the Children, Youth, Women and Community Initiative
- Develop contractual linkages and partnerships needed for the Program.
- Supervise and support the program staff to ensure program goals and day to day tasks are being achieved through efficient organization and planning.
- Strong grant writing skills and the ability to identifying funding opportunities for the Program.
- Ensure contractual obligations for all program funders and partners are met.
- Oversee program budgets; manage all staffing resources.
- Oversee and conduct program evaluation and outcome measurements for all programs.
- Ensure annual work plans are developed, monitored, and modified appropriately.
- Work with staff to develop communication and marketing strategies to inform and attract potential clients.
- Provide adequate training for program staff, practicum students and volunteers.
- Coordinate regular team meetings.
- Conduct staff evaluation annually or as needed.
- Participate in VIRCS committees and staff meetings.
- Maintain professional development and support the development of others.
- Develop and co-facilitate workshops as outlined in contract.

Community Engagement:

- Provide strategic leadership in the design, delivery, and evaluation of community engagement initiatives that foster inclusion, belonging, and resilience among newcomer, immigrant, refugee, and Indigenous communities.
- Oversee the planning and implementation of group-based programs and community events that promote cultural safety, anti-racism, and social connection across all age groups.
- Manage a multidisciplinary team responsible for outreach, facilitation, and community development activities.
- Develop partnerships with Indigenous communities, cultural groups, educational institutions, and local service providers to enhance collective impact and reconciliation efforts.
- Ensure programs address systemic barriers and reflect the diverse experiences of marginalized populations, including women, seniors, families, and youth.
- Lead the creation of culturally responsive workshops, forums, and community dialogue initiatives that build civic literacy, cross-cultural understanding, and leadership capacity.
- Monitor and evaluate community engagement activities using participatory and equity-based approaches, incorporating feedback from clients and partners to improve services.
- Coordinate communication strategies that raise awareness of programs and build trust with underserved communities.
- Secure and steward resources, including funding, space, and staff to sustain long-term community programming.
- Provide supervision, mentorship, and capacity-building opportunities for program staff, interns, and volunteers involved in community engagement work.
- Strengthen relationships with local partners, service providers, and cultural groups to create a seamless support network for community belonging and integration.
- Work in collaboration with other VIRCS teams to ensure a holistic and client-centered approach across all programs.

Networking and Community Engagement:

- Identify and promote opportunities for public education about the program.
- Participate in local and regional youth employment organizations and initiatives.
- Engage in effective networking and build partnerships with other service providers.
- Remain knowledgeable of government policy changes affecting clients and inform
staff.

Resource person:

- To serve as a resource person for:

- VIRCS programs.
- VIRCS staff, volunteers and practicum students.
- The community at large
- Government and non-government host community service providers

Mandatory qualifications:

- Relevant degree and or minimum 3 years’ experience in program management and supervision
- Demonstrate specialized knowledge of the management of newcomer
