Quest Outreach Society is seeking the newest member of its Senior Management Team: Manager, PEOPLE & CULTURE. This role is accountable for the development, implementation and coordination of our human resource programs, policies and procedures in service to Quest’s vision, mission and values.
**Manager, People & Culture**
**Duties & Responsibilities**: Reporting to Quest’s Executive Director and working as a member of Quest’s Senior Management Team, your responsibilities include:
**Workforce Planning, Recruitment & Onboarding**:
- Anticipate future workforce needs (employee and volunteer) based on Quest’s Strategic Plan, operational planning and immediate hiring needs, maintaining and researching up-to-date job descriptions, salary and wage paybands and compensation measures and systems, as required.
- Plan and administer staffing, changes to compensation, training and career development, employee assistance and other programs.
- Ensure managers at all levels of the organization have what they need to support strategies that encourage team building, excellent client service, and smooth/efficient operations.
- Support Strategic, operational and board reporting efforts as they relate to Human Resources including (but not limited to) metrics such as voluntary and involuntary turnover, employee satisfaction as rated on quarterly and annual surveys, etc.
- Respond appropriately to emergencies or urgent issues as they arise.
- Advise on timely administration of Employee benefits plan, LTD programming, and Worksafe BC requirements making recommendations to the Executive Director regarding changes and policy.
- Oversee and manage all issues related to Occupational Healthy and Safety requirements.
- Serve as a member of the Health and Safety Committee, actively participating in meetings and contributing to workplace safety initiatives.
- Support the Executive Director with legal functions and other compliance and regulatory matters related to employment as they arise.
- Support the hiring of employees and placement of volunteers including:
**For Employees**
- Research, identify and implement employee recruitment strategies that meet the hiring needs of the organization.
- Support managers across the organization through the interview process, conducting interviews when required.
- Secure signed employment agreements and prepare for new hire arrivals by communicating with Quest’s accounting team.
- Develop and maintain a comprehensive onboarding program and ensure a training schedule is in place and management is ready to support each new hire.
- Check-in with new employees at the conclusion of the onboarding period and perform exit interviews as they arise reporting directly to the Executive Director with relevant feedback.
- Support, introduce and manage new and ongoing employee training and development opportunities to support employee growth, safety and compliance requirements.
- Develop and schedule cross-training opportunities across departments.
**For Volunteers**
- Work with Senior Management to identify opportunities across the organization for volunteer involvement and support with emphasis on Quest Markets, Warehouse, Head Office, Repack program, special campaign opportunities like Holiday Hampers.
- Prepare and oversee volunteer agreements to define roles and ensure policy compliance.
- Develop, support, and maintain volunteer onboarding, training and on-going communications.
- Develop and manage a volunteer recognition program to celebrate and motivate volunteer contributions.
- Support the implementation and management of tools and software in service to Quest’s Volunteer programming.
- Make strategic recommendations on how to improve, strengthen and grow Quest’s Volunteer Program overall.
**Employee Communications, Support & Engagement**:
- Support and, when required, address employee inquiries, and re-direct to senior management and/or market managers as appropriate.
- Maintain a comprehensive Employee Handbook to ensure it accurately reflects the company’s HR policies and procedures and is kept current to the organization’s needs and employment legislation, drafting modifications as required for approval by the Executive Director.
- Ensure employees are familiar with and adhere to the policies outlined in the Employee Handbook.
- Ensure employee-related compliance, policy and training information is accessible and up-to-date.
