The Residential Tenancies Branch (RTB) administers The Residential Tenancies Act, The Condominium Act and The Life Leases Act. The branch is responsible for the resolution of landlord and tenant disputes through investigation, mediation and adjudication, and is also responsible for the regulation of rent increases and enforcing compliance with the regulation. RTB is looking for a qualified Residential Tenancies Officer to support their operations in Winnipeg, MB.

Conditions of Employment:

- Must be legally entitled to work in Canada
- Must be able to travel throughout the Province on occasion with possible overnight stays.
- Must be able to provide and maintain a satisfactory criminal record check with vulnerable sector search.
- Must have and maintain a valid Manitoba Class 5 driver's license and access to vehicle.
- Ability to work extended hour including evening and weekends as required, sometimes with little advance notice.
- Physically capable of performing the duties of the position including lifting up to 30 pounds.

Qualifications:
**Essential**:

- Post-secondary education or combination of education and/or related experience in Business Administration and/or Accounting. A combination of education and/or experience in accounting, auditing, analyzing/reconciling financial statements and performing computations.
- Experience conducting investigations and interviews to gather information and make well-informed decisions.
- Experience interpreting and ensuring compliance with applicable Acts, regulations, and policies.
- Excellent interpersonal skills including the ability to work well with internal and external stakeholders.
- Excellent written communication skills with experience preparing clear and concise documents for a variety of audiences.
- Strong verbal communication skills with the ability to convey technical information to diverse stakeholders.
- Ability to facilitate resolutions in adversarial environments.
- Excellent organizational and time-management skills with the ability to manage heavy caseloads with competing priorities in high-volume, deadline-driven environments while ensuring accuracy and attention to detail.
- Demonstrated experience working collaboratively as an effective team player.
- Strong analytical and problem solving skills.

**Desired**:

- Knowledge of residential tenancies legislation.
- Experience and/or practical knowledge of mediation and/or dispute resolution.
- Ability to communicate in French is an asset.

**Duties**:
Reporting to the Manager of Rent Regulation, the officer is responsible for investigating complaints; conducting hearings; gathering information from involved parties through in person and telephone interviews; site inspections and documentation; rendering decisions and issuing orders of compliance in accordance with pertinent Acts and regulations; examining financial information, making detailed calculations, issuing orders which set authorized rents and establishing exemptions and order repayments; mediating disputes between landlords and tenants; interacting and educating clients by conducting interviews and delivering information sessions.
