Join us on an exciting project and make history. The Royal Columbian Hospital (RCH) Redevelopment is a multi-year, multi-phase project to increase the hospital's capacity, beds and services.
RCH first opened in 1862, is a vital referral centre and regional centre of excellence for trauma, critical care, cardiac care, maternity, neonatal intensive care and neurosurgery. When the full redevelopment is complete, the people of British Columbia will have increased access to cardiac, trauma, mental health, maternity and NICU services and beds.
Position Highlights
Utilize your demonstrated business acumen and experience in capital and operational planning as you support clients within B.C.'s fastest growing health authority The complexity and size of the budget of the distributed programs requires a high level of financial and budgetary management. This position will require an individual who is comfortable in an atmosphere of change while new processes are being established Do you have knowledge to provide assistance to clients through the operating planning process as a result of the capital build by providing guidance on available funding? These skills along with your ability to assist clients establish appropriate priorities ongoing funding allocations; prepare and maintain the operating planning budget records and track fund requests for equipment capital acquisition across assigned Fraser Heath (FH) projects.
In this key role of Financial Analyst, you will:
Works with key internal staff and to verify pre-construction capital cost estimate budgets for designated major capital projects, including operating and start-up budgets.
Based on pre-construction estimates, leads the creation, development and implementation of detailed operational budgets for designated capital projects.
Monitors changes in order to identify and quantify their budgetary impact; develops revised and/or amended capital and operating financial forecasts, budgets and other related information as needed.

Prepares the capital relatedongoing budget plans for assigned projects with the development, implementation, maintenance and enhancement of the capital and operating planning processes. Assist with cost control and governance of the approved Capital, start up and ongoing operational budgets. Monitors and tracks funding

requests against approved funding.
Assists with the preparation of the period financial reports to the project team, by compiling and reconciling information from the capital and operating budgets; assists with the preparation of year-end working papers and provides support to schedules,reports and responses to queries about financial details and other financial analysis as required.
Supports the Project Controller / designated leader by ensuring that capital and operating expenditure approvals achieve anticipated outcomes as they relate to the scope, schedule, and budget of the original approval; provides advisories to ensure that appropriate adjustments are made throughout the process.
Act as a resource by attending client meetings, preparing and presenting educational sessions and supporting material on budgeting and responsibility reporting.
Assists in the development and maintenance of the assigned projects asset management system by compiling and providing information, as required.
Act as a resource to Managers and Finance personnel of various Health Service Providers on all financial matters.
Participates on other assignments as required by project team.

Education and Experience:
Recognized professional accounting designation (CMA, CGA, or CA) and/or Bachelor's Degree in Commerce, Business, Finance or Health Administration.
Five years recent related financial accounting experience, including two (2) years' experience working within a complex purchasing environment
An equivalent combination of education, training and experience may be considered.

This is a Regular Full Time opportunity based out of New Westminster, BC.
