On behalf of the Community Health Compensation Working Group (“CWG”), the Alliance for Healthier Communities (the “Alliance”) is inviting Consultants (“Consultant”) in Ontario, Canada, to submit a proposal for a community health market salary review for Ontario, inclusive of interprofessional primary care, community support services, community mental health and long-term care.
The Alliance will manage the RFP process on behalf of the Compensation Working Group.
**PROJECT SUMMARY**
Addictions Mental Health Ontario (AMHO), AdvantAge Ontario (AdvantAge), the Alliance for Healthier Communities (Alliance), the Association of Family Health Teams of Ontario (AFHTO), Canadian Mental Health Association - Ontario Division (CMHA-ON), Children’s Mental Health Ontario (CMHO), Family Service Ontario (FSO), the Indigenous Primary Health Care Council (IPHCC), the Nurse Practitioner-Led Clinic Association (NPLCA), and the Ontario Community Support Association (OCSA) have joined together to explore a market refresh for the community health sector. This includes interprofessional primary care organizations, community mental health agencies, non-profit home and community support services, as well as non-profit long-term care and seniors housing in Ontario.
Together, these associations represent 302 primary care organizations (73 Community Health Centres (CHCs), 184 Family Health Teams (FHTs), 25 Nurse Practitioner-Led Clinics (NPLCs), and 20 Indigenous Primary Health Care Organizations (IPHCOs)); 225 home and community care organizations, 90 publicly funded child and youth mental health agencies, 175 community mental health and addiction organizations, 30 local CMHA branches, 221 long-term care homes (Charitable, NPN and Municipal homes), 91 Housing members and 95 Community Services agencies.
For the purpose of this RFP, primary care organizations (PCOs) is used as the term to describe the interprofessional models of primary health care including CHCs, FHTs, IPHCOs (Aboriginal CHCs, Aboriginal FHTs, Aboriginal Health Access Centres (AHACs), and Indigenous Interprofessional Primary Care Teams (IIPCTs), and NPLCs. Home and Community Care (HCC) is used as the term to describe home care (HC), community supports services (CSS) and independent living. Long-term Care (LTC) is used as the term to describe non-profit long-term care homes and mental health and addictions (MHA) is used to describe community mental health (youth and adult) and addiction services.
The purpose of the Request for Proposal (“RFP”) is to price the services of a market salary review for CHCs, FHTs, IPHCOs (including ACHCs, AFHTs, AHACs, and IIPCTs), NPLCs, community MHA agencies, as well as non-profit HCC and LTC.
**SCOPE OF SERVICES AND DELIVERABLES**
- Review market salary reviews conducted previously for primary health care, community care and community mental health and addictions.
- Conduct a market salary review refresh for all positions across the primary health care and community health sectors in Ontario identified in Schedule C. The market review is for salary (cash compensation) only. This may include but is not limited to:
- Recommends how to build from the previous reviews
- Consults with the Compensation Working Group to identify comparative markets (including across community health sectors)
- Develops a contact list for Professional Associations representing the roles identified in Schedule C and develop a strategy to gather information for unregulated professions.
- Connects directly with the Professional Associations and other sources to ask for appropriate and up to date data including but not limited to changes in scope and compensation implications
- Develops and implements the surveys
- Collects the data and interprets the findings
- Assesses special considerations for roles as they relate to:
- Indigenous traditional healers,
- French language services (FLS) and in compliance with the French Language Services Act (FLSA),
- rurality, and
- vulnerability of populations being served.
- Present the findings and recommendations to the Compensation Working Group via Zoom. This may include a combination of individual presentations to each Compensation Working Group member and/or group presentations.
- Develop a draft report for the Compensation Working Group’s review and input.
- Develop a final report for the Compensation Working Group.
**DESIRED SKILLS AND EXPERIENCE**
- Superior, senior-level knowledge of and proven experience in compensation reviews;
- Experience with similar large-scale compensation reviews in the health sector in Ontario;
- Public sector / not for profit/ health care experience;
- Experience with provincial associations;
- Primary health care and community health care experience preferred.
