Reporting to the Director of Administration, the Emergency Planning and Response Manager will be responsible for the development, implementation, and evaluation of Cowichan Tribes emergency preparedness and response initiatives. The Emergency Planning and Response Manager will provide guidance and leadership in the identification and mitigation of risks and will liaise with various internal and external community and First Nations partners to ensure emergency preparedness as well as efficient and effective emergency response.

The Emergency Planning and Response Manager will be responsible to assess the emergent needs of Cowichan Tribes and determine and plan an appropriate response in compliance with the Emergency Program Act, established policies and procedures including the Cowichan Tribes Human Resources Policy, Financial Administration Law, Chief & Council Directives and applicable legislation, while valuing respect to Cowichan culture, language and traditions.

**Responsibilities**:
Strategic Management Duties:

- Lead various emergency preparedness and response initiatives under Cowichan Tribes Strategic and Operational Plans as well as assigned projects
- Manage the development and implementation of the Cowichan Tribes’ Emergency Preparedness Plan, Emergency Response Plan, and policies and guidelines relating to emergency management
- Review and assess the effectiveness and continuity of the Cowichan Tribes’ Emergency Plan and Emergency Response Plan
- Ensure organizational compliance with regulatory requirements in the preparation, response and recovery from emergencies, report results and findings and keep the Director of Administration up to date
- Oversee emergency related communication to community, employees, stakeholders, and partners to ensure awareness
- Establish new plans, practices and procedures as required; review, modify and enforce existing plans based on regulatory requirements
- Research and review best practices, recommend solutions/improvements to promote the continuous improvement of Cowichan Tribes emergency management policies and procedures

Operational Duties:

- Identify emergency preparedness training requirements and arrange and lead all emergency management training
- Facilitate meetings and/or de-briefing sessions after response activities are tested or executed
- Conduct workshops and community information sessions to present and gather community planning related material and information
- Liaise with other First Nations, CVRD and local agencies to collaboratively arrange an optimal response to Cowichan Tribes community in the event of an emergency.
- Research and access a wide range of funding opportunities and prepare staff and community members for emergencies
- Prepare and submit monthly progress and other reports as required
- Coordinate and attend regular program meetings for the Emergency Program
- Assist in developing and maintaining an up-to-date social media presence for information on Emergency Preparedness
- Develop a list of resources and equipment and ensure that they can be available in an emergency
- Review and provide suggested edits for Municipal Type Service Agreements in relation to emergency response
- Assist with drafting by-laws under the Indian Act or Quw’utsun Tumuhw (Land Code)
- Provide initial emergency support to on-reserve members
- Work closely with various departments with transitions from Emergency Response to handing off the Emergency Recovery

- Bachelor’s degree in Emergency Management or a related field, or equivalent combination of education and experience
- Certification in Emergency Management (CEM) required
- Incident Command Systems (ICS) level 100 & 200 required; level 300 is preferred
- 5 years related emergency planning and response experience including leadership responsibilities that include building successful partnerships and community capacity with First Nations
- Recent experience in a BC emergency operations center is an asset
- Experience developing and delivering training to staff, volunteers, and community members is an asset
- Valid class 5 BC Driver’s license and reliable vehicle is required
- Criminal Record Check is required
- Effective December 1, 2021: full vaccination against COVID-19 is required to be eligible for employment at Cowichan Tribes. **_All individuals must show Proof of Vaccination as a mandatory condition of their _**_employment_**
