**The Role**:
Through a collaborative and evidence-based approach, Early Years and Child Care Services (EYCCS) plans, oversees and manages a wide range of services intended to help families and children in Peel access safe and affordable child care and receive the supports they need to thrive. As the Region’s Service System Manager, our goal is to shape an inclusive, accessible, and affordable Early Years and Child Care system that supports parental choice and promotes child growth and development, making of Peel a community for life.

The Manager of Early Years Systems will lead a team of highly skilled social services professionals to deliver and manage service system accountabilities for EarlyOns and Special Needs.

**What you will do**:

- Lead a team of staff responsible for planning, distributing, and managing over $35 million dollars in such areas such as contract management to EarlyOn and Special Needs Resourcing, and Capacity Building. Also lead a team that is responsible for moving forward with the identified priorities within the EYCC system change.
- Requires working closely with other divisional partners within both Human Services and the broader corporation, provincial partners, and most importantly, community partners which comprise the broader service system.
- Build community/system capacity and balance service system accountabilities with the mandate and responsibilities of internal and external partners.
- Ensure that measures associated with system planning and management are integrated and reported at a strategic level to inform future policy and program development.
- Manage and integrate the complexities of service system management accountabilities within a period of rapid system change within human services, with a focus on Early Years and Child Care, and linkages to broader systems such as housing, social assistance, health, and education.
- Ensure that system planning and service delivery is integrated across all systems and sectors impacting children. Ensure that community partners are engaged as an integral part of the system planning and implementation process.
- Provide strategic direction, expert advice, and management of service system accountabilities internally and externally across projects and programs ensuring that service system accountabilities and priorities are met by partners with lead responsibilities.
- Work closely with internal department and corporate partners who hold service system management responsibilities and with external system partners (e.g., community and provincial stakeholders).
- Leads development of reports and presentations and presents to a wide array of audiences, including Council and system partners.
- Manage employees/project teams through a variety of activities including hiring, coaching, motivating, developing job objectives, managing performance, assigning, and delegating work and ensuring quality and service standards are met; develops and empowers staff/project teams by providing regular feedback, strategic direction, and involvement in key decision-making processes where appropriate.
- Identifies resources required to meet unit operational budget commitments.

**What we require**:

- University Degree in human services or related field, such as social sciences, business/public administration, and early years and child care
- Minimum of five years of experience in a supervisory/project management role and/or advisory capacity in a human services or related field.
- An equivalent combination of education and/or experience may be considered
- Expert knowledge and understanding of federal, provincial, GTA, regional and local human services issues.
- Advanced strategic thinking, problem solving and planning skills and budget acumen
- Senior level policy analysis and research skills
- Macro integrated analytical and conceptual skills that can identify linkages, gaps and opportunities across systems in both planning and management of services
