The Manager, PAFA is responsible in managing the day-to-day operations of Performance and Reporting Functions and the overall Funding Allocation of Health Service Providers (HSPs) in the Central Region. This includes but not limited to healthcare sector’s (hospital, community, long-term care as applicable) performance management, issue management, volume management, as well as the reporting functions to ensure that the HSPs within the region meet the performance and quality targets that align with the goals and objectives of Ontario Health. As part of this role, the manager oversees staff who are contributing to the Performance, Reporting and Funding Allocation function and ensure the funding allocation framework, PM policies and reporting requirements are successfully maintained. This manager also acts as a liaison with HSPs, Finance Leads, OH corporate staff and provides support to the Director, Performance, Accountability and Funding Allocation and management as required.
Here is what you will be doing:
- Manages the timely submission of HSPs program reporting and performance reporting activities including contract and performance metrics, develops summary reports and provides proactive and timely advice to Director of PAFA related to Operational and Healthy System Performance, identifies HSPs financial risks and improvement opportunities/mitigation strategy.- Manages and monitors Ministry and OH requests and ensure deadlines are met.- Oversees the preparation of HSP dashboards, scorecards and presentation material summarizing HSP performance and highlighting risks that may impact provincial and regional goals.- Develops frameworks for performance and escalation process, project evaluation and monitoring, including the infrastructure to track key indicators, funding allocation at the regional level, ensure alignment with corporate approaches.- Implements and monitors the Ministry programs, including provincial programs and volume management reallocation including but not limited to QBP, and Wait times program.- Provide accurate and timely advice and summary to Director in identifying opportunities to improve regional performance.- Develops Funding allocation methods and summary reports for health sector Performance management.- Manages HSPs performance management and the monitoring of funding allocation activities, including performance monitoring, HSPs compliance and escalation.- Prepares Briefing Notes, HSP Performance and Finance Analysis Summary reports related to the interpretation of key outcomes for various HSP Programs and Ministry Initiatives.- Prepares responses and documentation related to Auditor general audits.- Provides direction to Leads/Performance Specialists in completing HSPs Performance analysis and provides summary reports to Director.- Provides support for OH Central HSP escalated implementation issues, ensuring escalation to appropriate stakeholder groups when necessary and provides project management support, analyzes and interprets OH and government policies and guidelines to support key strategic and operational initiatives involving HSPs in Ontario Health Central.- Works collaboratively with Director to develop and manage critical stakeholder relationships and consultations to resolve a range of highly sensitive service provider relationship management issues.- Maintains strong working relationships with HSPs and Ministry of Health / Ministry of Long-term Care in support of proactive/effective performance, issue management and completion of SAAs from inception to completion, including the development of work-back schedules.- Manages development and approval of briefing notes recommending funding allocations, oversees tracking of funding and disbursement of funding to HSPs including the funding letter process.- Implements performance initiati
