**Overview**
The position is responsible for negotiating and leading the implementation of Project Agreements, through consultation and collaboration with Indigenous communities, and overseeing the Contractor’s contracting and employment obligations under the Project Agreement. The position works closely and collaboratively with Ministry of Transportation and Infrastructure (MOTI) to ensure consistency and best practices are implemented. This position will also work on multiple TI Corp projects, as required.
**Key Accountabilities**
- Leads the development, negotiation, execution, and implementation of Project agreements with Indigenous Groups, consultation plans, focusing on collaboration and open dialogue.
- Working closely with the technical Project team, leads the development of strategies, and engages with Indigenous communities to ensure implementation of the cultural recognition component of the Project agreements (art and station naming).
- Establishes early partnership and issues management strategies and leads development of strategic partnership plans that include outreach initiatives to foster long-term positive relationship building with Indigenous communities affected by major projects.
- Actively participates in the identification of requirements with, and ensures commitment by, Indigenous communities relating to project design, aesthetics, technical requirements, and installation of Indigenous art in stations.
- Establishes and maintains trusting, collaborative, productive and respectful relationships with Indigenous communities to encourage an atmosphere of trust, openness and communication based on shared objectives.
- Establishes and maintains relationships with Indigenous leads from other TI Corp projects and works closely and collaboratively with MOTI South Coast Region Director, Indigenous Relations to ensure consistency and best practices are implemented.
- Prepares various written materials, internal reports and presentations for the project team and TI Corp, as required.
- Identifies potential construction related issues and guides the development of mutually acceptable, feasible and cost-effective solutions, in conjunction with Project teams, to minimize negative impacts on Indigenous communities and remove obstacles that may impact Project success.
- Provides strategic advice, ongoing reporting, and/or presentations to senior management regarding Indigenous engagement and consultation on major projects.
- Provides oversight to ensure Contractor’s consulting and employment obligations under the Project Agreement are met.
- Contributes to the development and implementation of corporate Indigenous relations strategies.
- Establishes and maintains meaningful, supportive and collaborative cross-discipline relationships.
- Works collaboratively with project leads and/or designated project consultants, to ensure Indigenous communities are aware and involved in the development of the project’s Indigenous plans and procedures.
**Qualifications**
- Degree in Indigenous Studies, Urban Planning, Business/Management, Political Science, Public Relations, Project Management and considerable related experience in project management, public relations, urban studies, environmental studies, planning, or social sciences or an equivalent combination of education and experience.
- Experience analyzing issues, developing strategies to avoid conflicts, and influencing positive outcomes.
- Experience interfacing with Indigenous communities.
- Significant experience and ability to effectively engage with First Nations representatives. Demonstrated ability to develop broad strategies and initiatives.
- Cultural competency including an understanding of colonization, decolonization, land and governance issues and settler/indigenous relationships.
- Superior oral and written communication skills including the ability to effectively convey complex concepts and strategies to diverse audiences.
- Proven ability to work cooperatively with others and to build and maintain effective working relationships.
- Excellent conflict resolution and negotiation skills; ability to resolve differences while maintaining strong relationships.
- Demonstrated ability to use a high degree of independent judgment to resolve complex challenges.
- Preference may be given to applicants with experience in transportation construction delivery.
- Familiarity with principles, methods, practices & terminology associated with transportation infrastructure construction activities.
- Sound judgement, excellent organizational, analytical, problem solving and prioritizing skills to anticipate and assess situations and/or incidents and determine best solution or course of action.
