- The _**_Clinical Director of Care/IPAC Manager_**_ reports to the Executive Director and Provides leadership to the resident care team in all aspects of resident care within established legislative standards and professional standards. Effectively manages human, material, and fiscal resources. In collaboration with the resident care team develops resident-focused programs, policies, and procedures. Monitors the quality of care and services delivered to clients through effective quality improvement activities._

**Director of Care Responsibilities**:

- Promotes and supports Vision Mission and Values_
- _Leads the nursing team in all aspects providing for Person Centered Care for our residents_
- _Maintains Legislative Compliance with all appropriate legislation; Fixing Long-Term Care Act, 2021 and Ontario Regulation 246/22, Occupational Health and Safety Act, Employment Standards Act., Labour Relations Act, etc._
- _Demonstrate sound knowledge of the resident bill of rights and monitors to ensure the rights of residents are always respected and promoted_
- _Develop policies and procedures consistent with resident care practices, College of Nurses of Ontario, Fixing Long-Term Care Act, 2021 and Ontario Regulation 246/22 and other applicable legislation_
- _Manages all financial matters associated with the nursing department; budgeting, resource allocation, purchasing, staffing etc._
- _Reviews and trends quality improvement activities and takes the lead in changing practices, introducing new policies, programs, and services based on the identified trends and analysis._
- _Is accountable and responsible for all aspects of services delivered by the nursing department_
- _Effectively communicates with staff at all levels, residents, families, other departments and external stakeholders ensuring an interdisciplinary focus for the care and services provided_
- _Other duties as assigned and or indicated in Job Task Inventory_

**_IPAC Manager responsibilities:_**
- The Infection Prevention and Control Manager provides direct leadership and supervision of Screeners, RNs, RPNs and PSWs and implements and oversees infection prevention and control practices that promote the safety of residents, staff, and physicians, including:

- _Responsible for recruitment and hiring of Screeners, and assists with PSWs, RPNs and RNs_
- _Manages performance and addresses performance as appropriate_
- _Assists in conducting workplace investigations_
- _Completes individual development plans and performance management for screeners and other nursing staff as assigned_
- _Counsels' staff (Screener, PSWs, RPNs and RNs) in areas of non-compliance, inappropriate and unprofessional behaviour. Utilizes the progressive disciplinary process when disciplining employees_

**_Surveillance_**
- Recruits and manages Screeners within the Home and oversees daily screening and surveillance testing
- _Monitors and audits for new infectious symptoms or trends_
- _Ensures required surveillance and screening programs are in place for residents, staff, and physicians_
- _Coordinates and conducts the weekly/biweekly staff swabbing clinics and tracks results_
- _Monitors and analyzes data in the IPAC module in the electronic health record_
- _Performs and analyzes Hand Hygiene audits_
- _Reviews surveillance data and monitors for infection trends_
- _Consults with the physicians/Nurse Practitioner on laboratory results and trending of data to promote antibiotic stewardship_
- _Follows guidelines for reporting communicable diseases to the appropriate government agencies_

**_Outbreak Prevention & Management_**
- Collaborates with relevant stakeholders (i.e., Local Public Health and Hospital partners, etc.) to manage outbreaks
- _Attends all Public Health and Hospital Partner IPAC committee meetings and calls_
- _Coordinates and Chairs daily Outbreak Management Team meetings with Local Public Health and other required stakeholders during an outbreak, including minutes, tracking of follow-up actions and implementation and oversight of Outbreak Control Measures_
- _Develops and updates an accurate daily Outbreak Line List_
- _Ensures timely communication with Public Health re infectious diseases as per regulatory requirements_
- _Works with the Director of Care, Executive Director, and Corporate Support Office personnel to ensure timely communication to residents, staff, physicians, and families related to potential and confirmed outbreaks_
- _Initiates the outbreak CIS and keeps it up to date with amendments_
- _Conducts a post-outbreak analysis and report for the IPAC Team._
- _Mentoring as set out in the job task inventory_
- _Quality Improvement as set out in the job task inventory_
- _Safety as set out in the job task inventory_
- _Monitors the IPAC module in PointClickCare for accuracy and completeness_
- _Conducts audits of IPAC process/policy compliance, screening and surveillance, PPE compliance and donning/d
