**Who we are (Departmental Overview)**:
The Public Works Department’s mandate is to plan and provide safe and reliable road, water, wastewater and waste management services which meet the needs and expectations of the residents and businesses of Peel while respecting the environment.

The Transportation Division provides transportations services to the Region of Peel, including the planning, building, safe operation and maintenance of transportation infrastructure assets. Through leadership and collaboration with various internal and external stakeholders, the Transportation Division provides sustainable transportation services in an efficient and reliable manner that meets or exceeds the needs and expectations of Peel’s residents and businesses.

The Manager is responsible to oversee the delivery of a capital program of approximately $120 Million per year. The work involves leading design and construction of major rehabilitation and widening of roads and bridges, and construction of new water and sewer mains.

**What you will do**:

- Lead a Section of approximately 15 employees, to foster and encourage a culture of equity and inclusion, to provide leadership for a workforce engaged in the delivery of engineering services through effective guidance, demonstrated technical competence, customer focus, innovation/creativity, team advocacy, employee delegation and empowerment, and commitment to results.
- Implement capital projects approved by Council through the annual capital budget and 10-year forecast.
- Manage the priority, assignment and distribution of projects to staff, having regard for workload and skills, and ensuring that internal and external resources are properly allocated
- Evaluate the annual Transportation capital program, determine projects to be completed in-house and manage the hiring of external Engineering Consultants for outsourced engineering assignments and services
- Liaise and co-ordinate with the Public, Council, senior management, residents and stakeholders concerning the delivery of the Capital Program, and ensure open two-way dialogue to communicate issues, challenges and successes
- Coach, mentor and motivate staff through the various phases of projects through to successful completion, while addressing escalated issues as appropriate.
- Complete performance appraisals, support development and training plans, recognize and address conflict and performance issues. Discipline as required and if necessary, recommend termination of reporting staff.
- Develop plans for the Section and makes recommendations to the Director on project priorities, service delivery strategies, staffing needs and related cost implications.
- Represent the Department as required on relevant task forces, steering committees, etc.
- Provide input and recommendations into Divisional business plans and strategies, term of Council priorities, etc.
- Effectively partner, collaborate, negotiate terms, resolve conflict and obtain consensus with landowners, municipalities, utilities, consultants, developers and agencies such as Bell, Hydro, Gas, MNR, TRCA and MOE to ensure that the most efficient and effective services are delivered.
- Ensure that the overall program is coordinated with internal and external agencies, including the water and wastewater capital teams, legal, realty, purchasing, utility companies, local municipalities and others.
- Define project objectives, scope of work, proposed stages and schedules for Capital Projects (Transportation) in partnership with other Sections (e.g. Water, Wastewater, Operations & Maintenance).
- Develop and administer Section’s Operating and Capital Budgets, co-ordinate with other Sections, approve major transactions, prepare financial forecasts and present same to Director for approval.
- Accountable for tri-annual and year-end reporting, ensuring that budgets are adhered to, overall program is delivered and cash flows are achieved.
- Define business advantages for implementation of new technology and for software enhancements, report systems malfunctions and deficiencies, and recommend effective and efficient solutions.
