The Engineering, Parks and Environment department has an exciting opportunity for a temporary, full time **Section Project Manager, Development** to support the delivery of city-shaping private development projects.
We are looking for a results-oriented professional who can provide strong communication and organizational skills in a role that combines the responsibilities as a manager of the Development Services team in the first half of the assignment and as an experienced and effective project manager in the second half.
Reporting to senior leadership within Engineering Parks and Environment, you will be responsible for managing a number of complex, high-priority development projects. Specific duties and responsibilities include:
- Manages the Development Services team which includes a project manager, a supervisor and a group of Development Technicians who are responsible for ensuring that developers uphold and deliver all off-site requirements which create a safe, functional and resilient urban realm and civil services.
- Sets the direction for the group, recommends and implements policy and related business processes.
- Responsible for facilitating large complex developments in rezoning, building permit and construction phases.
- Fosters the relationship between the City and the development/construction industry, with a focus on minimizing impacts to residents, business owners and the public.
- Oversees the design, construction and acceptance process for large and highly complex developer funded works.
- Provides legal instructions and reviews legal agreements that facilitate developments and secures the delivery of infrastructure to the City.
You have extensive experience managing people and projects, preferably in a municipal environment. You are either a Professional Engineer registered with Engineers and Geoscientists BC, a limited licensee engineer, a Professional Planner registered with, or eligible to be registered with PIBC, or an ASTTBC professional together with an equivalent combination of training and certification. Consideration will also be given to skilled professionals with a combination of related education, training and experience within the municipal infrastructure sector. Your exceptional interpersonal, communication, and leadership skills will facilitate the working relationships with internal and external contacts. Critical to your success in this role will be your ability to engage the varied stakeholder groups to move projects forward. Advanced computer skills are essential and experience with Master Municipal Contract Documents (MMCD) is desirable. A PMP/Contract Administrator or similar certification would also be beneficial to the role. A Class 5 BC driver’s license is also required.
