The Alcohol and Gaming Commission of Ontario (AGCO) is an Ontario provincial regulatory agency reporting to the Ministry of the Attorney General (MAG). It is a corporation under the Alcohol and Gaming Commission of Ontario Act, 2019.
The AGCO is responsible for regulating the alcohol, gaming, horse racing and cannabis retail sectors in accordance with the principles of honesty and integrity, and in the public interest. In so doing, the AGCO administers the Liquor Licence and Control Act, 2019, the Gaming Control Act, 1992, the Horse Racing Licence Act, 2015 and the Cannabis Licence Act, 2018. The AGCO also administers the charity lottery licensing Order-in-Council 1413/08.
About the Role
The Chief Financial Officer (CFO) will play a pivotal role in providing strategic leadership and direction for the financial operations of the Alcohol & Gaming Commission of Ontario (AGCO). Reporting directly to the Chief Executive Officer (CEO), the CFO will ensure the organization’s financial health and sustainability by overseeing financial planning, analysis, reporting, controllership, and systems. This executive position requires collaboration with senior executives and the board of directors to align financial strategies with the AGCO’s overall business goals while ensuring compliance with legislative and regulatory requirements. Additionally, the CFO will oversee the corporate risk management audit function.
Key Responsibilities
- Financial Oversight: Manage the AGCO’s $100 million budget and ensure compliance with financial directives, while maintaining a history of balanced budgets and efficient use of government resources.
- Strategic Advice: Provide strategic financial insights and recommendations to the CEO and the board, ensuring alignment with the AGCO’s corporate priorities.
- Leadership: Lead the development and execution of the organization’s financial strategy, overseeing the annual budget and financial forecasts.
- Team Development: Build and nurture a high-performing finance team, fostering a culture of performance, collaboration, and continuous improvement.
- Change Management: Serve as a champion of change, guiding the organization through its evolving regulatory landscape and ensuring that staff are well-supported during transitions.
**Qualifications**:
- A university degree in Finance or Business Administration, supplemented by a Canadian Professional Accounting designation and/or a master’s degree with a Finance specialization.
- Minimum of 10 years of senior management experience, preferably in the public sector, with expertise in financial planning, analysis, and compliance.
- In-depth knowledge of GAAP, PSAS, and modern controllership policies, with a strong understanding of regulatory environments and compliant standards.
- Demonstrated ability to manage large budgets, develop strategic financial plans, and lead teams effectively.
- Proven track record of fostering a culture of diversity, inclusion, and accessibility within an organization.
