Environmental Specialist

Clean Water Works, a leading full-service environmental company, is looking for a Environmental Specialist to join its team.
The Environmental Specialist is responsible for leading the environmental impact assessment component of projects; ensuring compliance with existing federal/provincial statutes, policies and procedures; providing expertise on environmental issues such as waste, fisheries and wetlands, wildlife, acoustics and heritage and providing guidance and training to a multi-disciplinary team.
**MAJOR DUTIES/ RESPONSIBILITIES**:
- Ensure compliance to Environmental Legislation and act as the corporate liaison with environmental regulatory authorities.
- Carry out Environmental Impact Assessments.
- Lead, oversee and review contractors’ regulatory compliance during construction to ensure that environmental requirements are correctly established, implemented, and maintained during construction activities.
- Review and critique/comment on contractors’ environmental deliverables (such as environmental management plans, monthly progress reports, monitoring reports, schedule etc.) to ensure compliance with project requirements.
- Carry out environmental inspections and audits. This will include documenting and reviewing the results of site inspections, audits, and other environmental monitoring (such as erosion and sediment control measures) and taking action to ensure that contractors are meeting their environmental requirements, which may be regulatory, contractual, and/or permits and approvals-based.
- Provide technical leadership, support, and direction to field staff. This could include coordination of periodic environmental inspections and conducting briefings.
- Critically assess environmental impacts of non-compliance by contractors and develop responses and measures to mitigate the environmental impacts of non-compliance, including corrective actions, preventative actions, and assessment of root causes.
- Lead emergency responses and reporting on spills and releases contrary to Environmental Laws.
- Serve as a point-of-contact and liaising internally across departments and externally with communities, contractors, landowners, other consultants, and regulatory agencies to coordinate environmental compliance efforts. Participate in environmental working group meetings to report on and discuss compliance related issues.
- Contribute to the preparation of environmental contract specifications/Project Specific Output Specifications (PSOS) and apply/obtain any required permitting.
- Complete and maintain ONTC’s Vegetation Management Plan.
**REQUIREMENTS**:
- Bachelor’s degree in a relevant discipline such as environmental science or engineering, hydrogeology, geology, physical geography, or environmental studies.
- 5 years of environmental compliance, environmental inspection, risk mitigation and monitoring, and permitting experience specific to construction projects, preferably either as an environmental consultant, and/or working with a public sector organization on capital projects.
- Experience in establishing and implementing environmental compliance programs, carrying out environmental audits for construction contracts and projects and leading emergency response to spills.
- An understanding of construction projects and environmental monitoring gained through practical experience.
- Must have working knowledge of the various environmental disciplines including, but not limited to:
- Environmental Management Systems
- Socio-Economic / Land Use
- Air Quality, Noise and Vibration
- Fisheries
- Terrestrial and Species at Risk
- Archeology and Heritage
- Contamination and Groundwater
- Strong oral and written communication skills.
- Strong negotiation and conflict resolution skills.
- Certification as a Canadian Certified Inspector of Sediment and Erosion Control (CAN-CISEC) is preferred.
- Aptitude for project management with excellent attention to detail and ability to problem solve.
- Valid G driver’s license in Ontario.
- Must be willing to travel frequently with overnight stays (up to 50% of the time)
- Must be able to work out doors in extreme weather conditions and to travel over rough terrain.
