**The Role**:
As a Business Support and Workforce Planning Specialist within the Organizational Development team at Toronto Employment and Social Services, you will lead and support initiatives that advance the division’s organizational excellence. Your role involves developing and implementing talent management strategies, including but not limited to performance management, onboarding, leadership development, mentoring, coaching, succession planning, and organizational design, to support both short-term operational goals and long-term workforce planning. All programming created will incorporate equity, diversity and inclusion principles.

You will contribute to the change management processes by designing and delivering communication plans, tools, and resources that help staff adapt to organizational realignments and transformation initiatives through collaboration with all levels of staff (senior leadership to front-line).

Reporting to the Manager, Organizational Planning & Development, the successful incumbent will:

- Promote and create innovative, measurable business solutions in the area of workforce management planning, specifically supporting organizational excellence through the development and implementation of a talent management plan to modernize critical human resource systems.
- Advance and modernize the division’s union and non-union learning program, succession planning and support organization design and non-union performance management programs to improve employee growth and development and increase staff performance and associated customer service accountabilities.
- Work closely with the Manager to identify talent development gaps, develop and implement solutions in alignment with corporate/divisional strategic Co-ordinate and implement the organizational planning and development programs and policies that support change management, organizational realignment, succession planning, job shadowing and mentorships.
- Participate in change management strategies and design, implements, monitor and review the associated change management process with the division.
- Ensure programs are in compliance with legislative requirements related to the Collective Agreements, Employment Standards Act, relevant
- Ministry of Labour Legislation, Accessibility for Ontarians with Disabilities Act, Municipal Freedom of Information and Protection of Privacy Act and the Ontario Human Rights Code. Ensure that all programs and services are delivered through equity, diversity and inclusion lens (Black Racism Action Plan, Reconciliation Action Plan, and other City and divisional EDI initiatives)
- Develop and implement mental health and well-being strategies and programs that foster a healthy workplace environment, prioritize staff well-being, and align with divisional goals including training, resources and partnerships with internal and external stakeholders.

**Ensure accountability and promote continuous improvement workforce planning strategies that**:

- Provide strategically focused, customer service centered business support, workforce planning and organizational development strategies for the division.
- Provide the systematic and timely gathering and analysis of workforce intelligence on a diverse range of staffing requirements for current and future implications to serve as a basis for resource strategy options and plans.
- Conduct research within the Organizational Development areas, ensuring that such research considers developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
