Scope of Position:
Sous la supervision du vice-président chargé du développement, le gestionnaire des permis et de l'environnement fournira une stratégie et un leadership pour les aspects clés de l'évaluation et de l'atténuation des risques environnementaux dans le cadre de l'implantation, de l'octroi de permis et de l'exploitation d'énergies renouvelables. Identifier les risques, développer et mettre en œuvre des stratégies de permis pour les nouveaux projets de développement. Ce poste sera axé sur le marché québécois.

Under the supervision of the Vice-President - Development, the Permitting and Environmental Manager will provide strategy and leadership for key aspects of environmental risk assessment and mitigation in renewable energy siting, permitting and operations. Identify risks, develop, and implement permitting strategies for greenfield development projects. This position will be focused on the Quebec market.

**Responsibilities**:

- Fournir une expertise et une orientation fonctionnelle sur l'examen et l'évaluation des risques environnementaux globaux, les risques liés aux permis, les stratégies, les exigences et les mesures d'atténuation pour les nouveaux projets internes et les projets sous-traités.
- Diriger les équipes de développement dans les efforts législatifs visant à négocier ou à modifier les nouvelles réglementations environnementales provinciales ou municipales, le zonage et les règlements qui pourraient entraver le développement de l'énergie renouvelable et/ou avoir un impact sur l'économie de nos projets contractuels et futurs.
- Établir des relations avec les principaux organismes de réglementation locaux, provinciaux et fédéraux, y compris les commissions de l'environnement et de l'énergie, et représenter EDFR auprès de ces organismes. Maintenir une connaissance approfondie de la politique environnementale, de la réglementation et de la conformité qui affectent les autorisations et les impacts sur l'implantation et la conformité des projets.
- Soutenir les décisions finales d'investissement dans les projets en créant une solide documentation d'évaluation des risques liés à l'environnement et à l'obtention de permis, à l'intention de la direction générale. Servir d'interlocuteur régional interne pour répondre aux demandes de financement de tiers concernant des questions liées à l'environnement ou aux autorisations.
- Élaborer et mettre en œuvre des stratégies et des plans d'action en matière d'environnement, afin de garantir la conformité avec les autorisations environnementales reçues dans le cadre du développement, de la construction et de l'exploitation des projets.
- Travailler avec des conseillers et des consultants pour demander et gérer les autorisations fédérales, provinciales et locales en matière d'environnement, de construction et autres, y compris la gestion de la communauté et des autres parties prenantes.
- Préparer des rapports pour la direction, le cas échéant.
- Participer à diverses activités de promotion et de sensibilisation (journées portes ouvertes, conférences sectorielles, événements, etc.)- Provide expertise and functional direction on overall environmental risk screening and assessment, permitting risk, strategies, requirements and mitigations for internal greenfield and contracted projects
- Leads agency & NGO engagement and negotiations, scoping of data collection, permit preparation and submittals, and negotiation and resolution of complex permitting issues. Seeks creative strategies aligning regulatory requirements and internal best practices that meet EDFR’s core values
- Lead the development teams in legislation efforts to negotiate or amend new provincial or municipal environmental regulations, zoning and bylaws that would hinder renewable energy development and/or could impact the economics of our contracted and future projects
- Develops relationships with and represents EDFR before key local, provincial and federal regulatory bodies, including environmental and energy siting boards. Maintains comprehensive knowledge of environmental policy, regulation and compliance that affect permitting and impacts on project siting and compliance
- Support project Final Investment Decisions by creating robust environmental and permitting risk evaluation documentation for senior management. Serve as the internal regional SME for responding to third party financing inquiries regarding environmental or permitting matters
- Develop and implement environmental strategies and action plans, to ensure compliance with received Environmental Approvals related to the development, construction and operations of projects
- Develop a robust regional network of environmental consulting firms and contractors for environmental studies and permit-related work. Coordinate engagement of consultants and scopes of with development team, including assisting with competitive solicitations from vendors
