Supervisor, Early Intervention, Inclusion Support

**Job Description**:
**POSITION PURPOSE**
Reporting to the Manager, Early Intervention Services is responsible for supervising the development, co-ordination and delivery of Early Intervention Services for infants and children (birth to age 6 OR 13) with special needs, including co-ordination of childcare setting for children who are attending licensed Child Care OR home-based consultation services, in accordance with pertinent legislation and the Region’s policies and procedures.
**MAJOR RESPONSIBILITIES**
- Evaluates the eligibility of referrals, directs and supervises staff who meet with families to assess child and family needs and resources required, and provides an introduction and orientation to Early Intervention Services.
- Assigns caseload to staff; provides consultation services to families waiting for active service, as required.
- Coaches staff in effective administration of assessments of children and interpretation of such assessments; establishment of resources and programming recommendations based on these assessments; determination of which assessment is most appropriate for each individual child; and in imparting assessment results to families with accuracy, objectivity and sensitivity.
- Assists the Manager in developing annual business/work plans and in developing service plans and staffing proposals.
- Provides input into budget and business plan development.
- Assists with management of team budget/expense management.
- Supervises staff, including recruitment, selection, hiring, scheduling, assigning and monitoring work, determining training and development needs, coaching and mentoring, conducting performance appraisals and determining/recommending disciplinary action up to and including dismissal in accordance with collective agreements, Regional policies and practices.
- Ensures that operating staff work in a safe manner and utilize all required health and safety equipment and protective devices and follow all measures and procedures as required by the Occupational Health and Safety Act and Regulations and Regional Policies.
- Provides staff, family and community education services through workshops, conferences and other training events; facilitates public consultation/information events/meetings.
- Acts as a resource to colleges/universities regarding student field placements and makes recommendations for curriculum that upholds best practices in the field of early childhood education and early intervention.
- Participates/represents Early Intervention Services/Social Services Branch on various inter-agency committees, task forces, meetings and planning groups, as directed.
- Keeps informed of trends, developments and research in respect to Early Intervention field and raises awareness of staff and the community on such information.
- Assumes the functions of the Manager in that person’s absence, as directed.
**QUALIFICATIONS**
- Successful completion of a Community College Diploma in Child and Family Studies, Social or Health Sciences or related program with a concentration in child development/Special Education or approved equivalent combination of education and experience.
- Minimum three (3) years’ experience in the field of early intervention (birth to six years OR thirteen years) program delivery and demonstrated minimum of one (1) year of direct supervisory experience.
- Valid Ontario Class “G” driver’s licence and reliable vehicle for use on corporate business.
- Satisfactory Vulnerable Sector Check.
- Demonstrated knowledge of Standards, Acts, Regulations and applicable professional standards of practice, policies and procedures as they relate to Child and Family Services and Day Nurseries.
- Thorough understanding of program eligibility requirements for infants and children with special needs and their families to assign caseloads appropriately.
- Contemporary staff supervisory skills including knowledge of collective agreement administration and interpretation, labour relations principles and practices, and relevant employment legislation.
- Ability to relate in an objective and empathic way to complex family situations, exercising a high degree of emotional stamina, patience, tolerance and flexibility.
- Ability to work outside regular business hours, as required.
