As a key member of the Executive Team, this senior leadership role is responsible for guiding the division’s strategic direction, ensuring alignment with the County’s Vision and Strategic Plan, and delivering excellence in municipal government and customer service.
Reporting to the Chief Commissioner, the Associate Commissioner is an approachable leader who is an excellent decision-maker and negotiator with proven success in managing performance and delivering results. Committed to quality customer service and comfortable working in a multi-stakeholder environment, you’ll balance your own division’s priorities with the greater corporate good.
The Associate Commissioner is responsible for the strategic, operational, and financial management of the Infrastructure and Planning Services Department. This complex yet exciting portfolio encompasses Planning and Development Services, Transportation Engineering and Operations, Utilities, Fleet and Facilities Management, and Economic Development and Tourism.
**Key Responsibilities**:
- Provide executive leadership to ensure Infrastructure and Planning Services aligns with Strathcona County’s Strategic Plan and Corporate Business Plan.
- Manage the division’s financial resources in accordance with approved operating and capital budgets ensuring fiscal responsibility for costs, resources, and revenues.
- Ensure effective and efficient service delivery to maintain high standards across the five departments within the division.
- Provide expertise, guidance, and recommendations to the Chief Commissioner and Council.
- Successfully lead teams through highly complex issues and projects.
- Respond to and resolve difficult, complex, and sensitive citizen inquiries and complaints; interpret, analyze, defend, and explain County policies, procedures, programs, and activities.
- Champion a culture of continuous improvement, innovation and customer service excellence within the division.
- Be a positive change leader by encouraging employee engagement and creating opportunities for staff to communicate and be heard.
- Foster effective relationships with Council, Executive Team, division staff, other County departments and stakeholders
- Provide leadership in developing the goals and required outcomes of collective bargaining, ensuring that productive and positive relationships are maintained.
**Qualifications and Skills**:
- A university degree in Planning, Engineering, Business Administration or a related field is required (professional designation preferred).
- Minimum 10 years of senior management experience with a track record of strategic vision, planning, policy development, and systems management ideally in the public sector.
- Deep understanding of business administration, budgeting, strategic planning, and the political/policy factors shaping Strathcona County’s programs.
- Strong leadership, with the ability to create a shared vision, motivate teams, influence stakeholders, and drive results.
- Proven ability to build relationships, negotiate effectively, and navigate complex or sensitive issues to achieve consensus.
- Skilled in strategy development, program implementation, and policy execution to address evolving needs.
- Political and business acumen with well-developed negotiation skills.
- Excellent communication, presentation, and interpersonal skills for engaging stakeholders in diverse settings (e.g., Council Meetings, Public Meetings).
- Collaborative, adaptable, and committed to fostering a high-performance team and positive work environment.
