**The Position**

Under the general supervision of the Director of Housing, this position will assist with the planning and construction of all new residential projects for the Sechelt Indian Band and the maintenance of existing homes, working with the Housing Trustees.
- Receive and review all incoming requests for adherence to Housing Policy.
- Implement and maintain files for all individual Band homes and administrative matters.
- Coordinate, manage and oversee all housing activities to ensure that houses are maintained, rents are collected, files are kept up to date, and tenants adhere to policies set out in housing policy and tenant agreements.
- Work with CMHC and other agencies to access funds and do necessary reporting to funders.
- Ensure expenditures adhere to budget and monitor and forecast expenditures.
- Direct housing staff as necessary.
- Work with tenants to ensure that housing inventory is kept to a good standard.
- Draft specifications for repairs/renovations and compile Tender Packages for construction, refer to consultant for review and revision on major renovations as needed.
- Compile bids/quotes for replacement, repair, renovation, or construction for review by Trustees.
- Calculate and prepare mortgages for signature, Rental Agreements under CMHC Guidelines, etc.
- Liaise between Housing Trustees, Council, Band members, Consultants, CMHC, Contractors and sub-trades, Suppliers, and Public Works.
- Schedule and attend all Housing meetings, Record Minutes and implement all decisions of Trustees.
- Issue Purchase Orders and contact suppliers or tradespeople. Authorized by Trustees to arrange emergency repairs without prior approval within reasonable cost limits (for example, appliance or plumbing repairs).
- Draft and type all Minutes of Decision, correspondence and Contracts.
- Draft all reports to Council or Membership re Housing Program.
- Receive, review and requisition payment for all Contract Claims.
- Issue Notices of Arrears and liaise with lawyers regarding Court action.
- Assist Band members with documentation pertaining to housing through Estates.
- Obtain/provide copies of legal or engineering files as necessary for contractors, homeowners, public works or other personnel as needed.
- Arrange and attend unit inspections as necessary and record results.
- Attend monthly Department Head and Band Finance Meetings.
- Perform other duties within the scope of the position, as assigned.

**Qualifications, Skills and Abilities**:

- Degree in business administration or related field.
- First Nations Housing Manager experience is an asset.
- A minimum of 3-5 years of extensive experience in housing or related working environment.
- Good working knowledge of government funding processes and reporting. The ability to work with Aboriginal Affairs and Northern Development (AANDC) and Canada Mortgage and Housing Corporation (CMHC) is essential.
- Experience in CMHC housing procedures and mortgage calculations.
- Supervisory experience, ability to lead a team and coordinate work plans.
- Ability to communicate effectively in writing and public when interacting with a range of audiences, including but not limited to community members, professional service providers, staff and other departments.
- Strong working knowledge of information technology systems, including the MS Office Suite, and an ability to complete registration documents.
- Ability to work synergistically with a group or team.
- General understanding of the overlapping relationships with other departments in relation to land and land use management activities.
- Ability to research, analyze and interpret data.
- Ability to write reports, correspondence and present in public settings.
- Ability to use common sense to problem-solve.
- Strong interpersonal skills and the ability to work effectively with a wide range of individuals in the organization, communities and federal and provincial representatives.
- Excellent relationship-building and conflict-resolution skills with an ability to interact and work effectively with senior individuals.
- Possession of a valid BC driver’s license and access to a reliable vehicle.
- Acceptable Criminal Record Check with Vulnerable Sector Search.
