**Duties will include but are not limited to**:

- Provides IT Consultant services to CIS Support Team and users to the Clinical Information System (CIS) which includes physicians, nurse and other clinicians in 7 hospitals and community health centres;
- Provides a business requirements analysis service that involves techniques for eliciting user requirements, analyzing and documenting the requirements in enough detail to allow them to be understood by a development team, and presenting the requirements back to the client to ensure there is a shared, and agreed-upon, understanding of how they will be implemented;
- Coordinate the development of workflows, business process strategies that will be used for the maintenance and support of CIS with assistance of the CIS Clinical Support team, pharmacists and physicians;
- Provides Project Management service to the client Department/Agency by following a standard project management methodology that includes project planning, project resources (Internal and External), project control, change & problem management, project execution, and project review;
- Lead groups in examining work processes, setting and clarifying objectives, encouraging innovation, overcoming resistance to change, resolving conflicts relative to information systems management;
- Lead and facilitate teams (Facility Implementation/Working Teams, Standards Committees, etc.) and individuals in defining roles/responsibilities, setting goals and defining workable system management structures that balance rigor with practicality;
- Research, assess and evaluate current provincial policies, procedures, standards and legislation to develop provincial standardization in the operation of complex information systems;
- Other duties as required.

**Minimum Qualifications**:

- Graduation from college or university with a diploma or degree in Computer Science, Business Information Technology or equivalent;
- Demonstrated equivalencies may be considered;
- Extensive experience in IT management and specific knowledge and experience in the principles, techniques and methods used to: elicit, analyze and document user requirements; manage business systems acquisition, implementation and support; and develop and execute IT plans and service level agreements;
- Experience in information technology systems implementation for data conversion, system testing, change management, and security;
- Experience in facilitating, planning and implementing projects;
- A thorough knowledge of the principles, techniques and methodology required to maintain large and complex IT systems;
- Experience working in a team environment;
- Work independently and be highly self motivated and directed;
- Liaise with, and elicit cooperation from, a wide variety of sources;
- Deal tactfully with employees and contractors who provide a broad spectrum of services;
- Be persuasive, encouraging and diplomatic, with conflict resolution skills;
- Be adept at conducting research; analyze and creatively problem solve;
- Quickly understand an organization's goals and objectives;
- Communicate ideas in both technical and user-friendly language;
- Actively listen and communicate well both orally and in written format;
- Work collaboratively, prioritize effectively and always maintain a customer service orientation;
