Job Summary

The SCM Specialist-Service is responsible for purchasing general and specialized equipment, materials or access rights, or business services for use or for further processing, assessing requirements of an establishment and developing specifications for equipment, materials and supplies to be purchased. This position will invite vendors, consult with suppliers and review quotations, determine or negotiate contract terms and conditions, award supplier contracts or recommend contract awards, establish logistics of delivery schedules, monitor progress and contact clients and suppliers to resolve problems.

Scope of Work
**1.Coordinating the completions and drilling departments, managing and maintaining service contracts for the well operation center.**
- Responsible for handling the procurement of service demands from the well operation center.
- Responsible for processing contract change requests from the well operation center.
- Responsible for tracking and maintaining contract information for the well operation center, ensuring the normal status of contracts.
- Responsible for formulating procurement plans and strategies for projects within the scope and implementing them according to the plan.
- Summarizing, analyzing, and handling disputed invoices, continuously improving and enhancing the quality of contract procurement.

**2.Coordinating Admin & HR and Finance department service procurement requirements.**
- Coordinating service procurement requirements of the Admin &HR and Finance departments (SCM lead will evaluate and adjust workload imbalances).

**3.Quality and compliance control throughout the procurement process**
- Master the supply chain management system and implement procurement actions in accordance with the system to ensure procurement compliance.
- Responsible for pre-qualification of contractors within the scope.
- Prepare RFQ documents for projects within the scope and issue bids according to procedures.
- Organize bid evaluations for projects within the scope according to procedures.
- Negotiate with contractors for projects within the scope to obtain price advantages.
- Draft contract texts, organize relevant stakeholders for review, and submit for signing.
- Archive procurement package documents within the scope in accordance with archive management requirements; maintain contract information ledger and update it in real-time.
- Continuously improve the quality of contract procurement and reduce the frequency and quantity of contract changes.

**4.Establishment and expansion of the supply chain resource pool**
- Continuously understand the industry status related to procurement projects within the scope, broaden the supply chain resource pool, and establish a comprehensive supplier database.
- Continuously enhance the competitiveness of the responsible procurement projects, reduce the proportion of single sourcing, and lower the prices of services and materials procurement.

**5.Contractor management**
- Maintain the entry and exit information of the responsible contractors.
- Organize regular performance evaluations of contractors.
- Regularly communicate and maintain relationships with contractors, exchanging information on contract execution, etc.

**6.Audit inspection**
- Conduct regular self-examination and self-correction in accordance with management requirements.
- Actively conduct data organization, provision, and rectification in accordance with the requirements of superior audit inspections.

Minimum Requirements
- 3-5 years of SCM experience in Oil and Gas Industry is required
- Experience in the drilling and completion sector is an asset
- Knowledge in procuring goods, services and rentals is required
- Completed or working towards a business degree, diploma or SCMA designation with a discipline focus in purchasing or supply chain management is an asset
- Good understanding of business processes, methodologies and information systems related to supply chain is required
- Good communication skill and solution oriented
- Experience with Microsoft AX would be considered an asset
