**Job Description**:
**MAJOR RESPONSIBILITIES**:
- Performs on-site inspections of plumbing, heating, sprinkler, and standpipe systems under the Ontario Building Code; together with regard to other associated construction requirements such as fire separations and barrier free design for compliance with the Ontario Building Code, other applicable law and City standards.
- Performs research and analysis of building components, systems and installations to which the Ontario Building Code applies in consultation with the Senior Plumbing and Mechanical Inspector, as necessary, to determine compliance.
- Inspects for violations of the Ontario Building Code and takes appropriate enforcement actions.
- Prepares and issues reports, letters, and orders in relation to on-site inspections.
- Prepares and issues Provincial Offence notices and informations under the Provincial Offences Act; attends court, as necessary, as enforcement measures to bring about compliance with the Ontario Building Code and, where empowered, Municipal by-laws.
- Performs inspections for compliance with the City’s Waterworks By-law including the City’s Backflow Prevention Program and other City Engineering Division standards for plumbing-related issues.
- Inspects properties seeking Municipal licences for compliance with the licensing by-law and, where applicable, the Ontario Building Code.
- Performs inspections pursuant to the City’s Backflow Prevention Program and plans examination functions of plumbing, heating, private water well reviews, and other mechanical systems in response to work overload situations.
- Participates in public information programs; provides counter responses and information to the general public.
- Compiles and maintains inspection files, records, and data bases.
- Performs such other related duties as may be assigned.
**QUALIFICATIONS**:
**Education/Experience**:
- Secondary school graduation together with a Master Plumber’s licence, and
- Minimum of three years experience working as a licensed plumber
- Provincial certification pursuant to the requirements of Bill 124 for “Plumbing - All Buildings”
- Be familiar with relevant legislation under the Building Code Act, Provincial Offences Act, and Municipal by-laws
**Skills/Abilities**:
- Must have a detailed knowledge of and experience working with the Ontario Building Code
- Ability to communicate effectively, both verbally and in writing
- Ability to deal with the public in a courteous and tactful manner
- A working knowledge of the Occupational Health and Safety Act as it applies to this work

**CONDITIONS OF EMPLOYMENT**:
- May be required to travel to various work locations and provide own transportation
- Must undergo a successful Criminal Record and Judicial Matters Check (CRJMC)
- Successful completion of the Ministry of Municipal Affairs and Housing examination program relating to the following categories: “General Legal Processes” within the probationary period; “HVAC House” within 6 months and “Building Services” within 18 months; from the commencement of employment as a Plumbing and Mechanical Inspector
- Maintain/achieve standards as required by the Ministry of Municipal Affairs and Housing to continue to execute the listed major responsibilities
- Achieve and maintain membership within the Ontario Building Officials Association or the Ontario Plumbing Inspectors Association within 120 days from commencement of employment as a Plumbing Inspector
- Achieve and maintain status as a Certified Plumbing System Inspector within 30 months from commencement of employment as a Plumbing Inspector
- Must be physically able to perform on-site inspection functions
- Abide by the Code of Conduct established for building officials under the authority of the Building Code Act
