Emergency Management Professional

Under the Authority of the Saskatoon Tribal Council (STC) and supervision of the Environmental Public Health Program Manager, the Emergency Management Professional will work collaboratively with STC’s Emergency Management Specialist (EMS) to assist in the development and implementation of resilience management initiatives for the seven-member First Nations and the Saskatoon Tribal Council. This role will focus on community and facility emergency planning and support the maintenance of a comprehensive program inclusive of the five pillars of emergency management; prevention, mitigation, preparedness, response, and recovery.
**Responsibilities**
Responsibilities are to ensure quality programs are delivered to the seven member First Nations and their facilities, as well as within the STC organization and its 5 corporations. This position will work collaboratively with the STC Emergency Management Specialist as part of an emergency management team to:
- Develop, maintain and evaluate community all-hazard emergency response plans, facility emergency plans, fire safety plans, business continuity plans, and Drinking Water Emergency Plans;
- Organize and deliver education and training related to emergency preparedness and response;
- Work with communities to assist them to enhance fire protection and fire department capacity;
- Provide information to Fire Departments, communities, and community members on the FireSmart Program, including program training opportunities, risk reduction, and mitigation;
- Work with communities to assist them in creating enhanced Search & Rescue capacity;
- Complete risk assessments and/or security and safety reviews including recommendations when requested;
- Create, exercise, and test emergency response plans and comprehensive business continuity plans;
- Promote activities to educate community members and employees on emergency management principles to increase the awareness and concern for emergency planning;
- Develop productive relationships with partner agency and government program personnel;
- Respond when required, to assist with emergency situations; and
- Perform other duties as assigned by the Environmental Public Health Program Manager.
**Education and Experience**
The Emergency Management Professional requires knowledge and experience in community and facility emergency preparedness and management.
- ** Relevant post-secondary education in Emergency Management, Fire Safety, Occupational Health & Safety and/or a related field**; and**:
- ** A minimum of 3 years of pertinent, proven field experience** is preferred; and/or**:
- ** An equivalent combination of work experience, training, and education.**:
- ** Certification in the Incident Command System (ICS) or other EM certifications such as Basic Emergency Management (BEM) is considered an asset.**:
- Experience working within a governance structure in a community development capacity with First Nations; familiarity with First Nations culture, history is considered an asset.
**Knowledge Skills and Abilities**
- Significant knowledge of the risk assessment process, including how to identify potential preventative/mitigative measures;
- Demonstrated knowledge of effective emergency plan writing and the ability to distinguish between strategic, tactical, and operational plans;
- Knowledge and familiarity with Business Continuity and Disaster Recovery planning processes;
- Knowledge and familiarity with Saskatchewan Public Safety Agency and Indigenous Services Canada;
- Proven ability to work effectively under pressure, independently with mínimal supervision and in a team environment;
- Possess a high level of confidentiality standards, strong work ethic, and professional integrity to ensure sensitive information is kept confidential and adheres to STC’s policies;
- Excellent verbal and written communication skills, including the ability to establish and maintain effective working relationships;
- Interpersonal Skills: communicates clearly, seek solutions, demonstrates flexibility and seeks guidance when needed.
- ** Knowledge and familiarity of Fire/Building codes, structural and wildland fire fighting, and/or search & rescue is considered an asset**
**Other Conditions**
- Must provide a current, original, Canadian Criminal Record Check (CPIC), as a condition of employment;
- Must possess a valid Saskatchewan driver’s license and meet STC’s insurance requirements;
- Must be willing to travel extensively, work flexible hours, and occasional evenings and weekends
