We are seeking a Compliance Officer to join our Engineering Standards & Support Services Department. Under the consultative
direction of the Regulatory and Code Compliance Section Head, the Compliance Officer will be responsible for implementing,
managing, and enforcing corporate compliance programs, including Pressure System Quality Control, Structural and ASME welding,
Petroleum Tanks & Systems, Gas & Oil Burning, Elevators, Compressed Breathing Air System and Cranes & Hoist, in adherence to
regulatory and governing codes & standards requirements.
**_ Responsibilities:_**
- Liaise with Authority Having Jurisdiction-AHJ (governing federal and provincial bodies, and industry recognized associated)
with respect to the establishment, management and enforcement of compliance programs adhering to regulatory and code
requirements.
supervise and inspect work on regulated assets at Manitoba Hydro (MH) and external vendor/contractor facilities, provide
guidance and render verdict on compliance matters, maintain transparent communication with Authorized Inspectors (AI),
review end-of-work deliverable and provide approval to place assets in commercial service.
- Provide guidance, expertise and support to MH engineering and technical staff of all levels to ensure conformance of
engineering design, specification, NDE/DE, welding, testing and inspection to governing regulatory and code requirements.
- Participate in harmonization endeavors with the AHJs, compliance SMEs and code writing committees to facilitate alignment
and standardization of regulatory and code requirements nationally and provincially.
- Manage and coordinate regulatory audits to obtain operating certificates/permits and certificate of authorization to perform
work on regulated assets. And oversee the payment of corresponding regulatory invoices.
- Lead the development and revision of compliance program manuals, corporate policies, directives, bulletins, and guidelines to
align the corporation with regulatory driven changes and, collaborate with other MH compliance teams including Workplace
Safety and Health Department to perform regulatory and code compliance reviews.
- Manage the Petroleum Tanks and Systems inspection and repair compliance programs in alignment with regulatory
requirements and corporate policy.
- In the role of an SME, produce Maintenance Program Review (MPR) deliverables for in-scope regulated assets, and provide
expertise to MPR SMEs to ensure compliance requirements are accurately reflected on applicable MPR deliverables.
- In collaboration with the Asset Management personnel, participate in the development of Asset Class Strategies to reflect
regulatory and code compliance requirements.
- Oversee the compilation, maintenance and archiving of regulatory permits and certificates and compliance/QC documentation
for fabrication, repair and alteration, installation and testing of regulated assets.
- Collaborate with the MH welding SMEs and retained welding engineer in developing and sustaining welding programs
requirements and administrative manuals to ensure compliance with ASME, CSA and AWS requirements.
- Provide awareness sessions to communicate compliance programs updates, emerging trends, codes and standards revision
and regulatory changes to MH personnel.

**_ Qualifications:_**
- Completion of a diploma program in Engineering Technology from a college or institute of recognized standing with a
minimum of five years of directly related experience in managing multiple regulatory and code compliance programs and
liaising independently with AHJs.
- Must have specific knowledge of CSA B51, ASME BPVC Codes, ASME B31 Codes, NBIC All Parts, Pressure and Structural
Welding Codes and equivalent AWS codes.
