**Summary**:
The Pre-Construction group includes TESC’s estimating and project controls teams. Reporting to the General Manager, the Pre-Construction Manager is responsible for leading the planning stage prior to the construction phase. He/She participates in analysis, scheduling, constructability reviews, contract negotiations as well as ongoing project controls support throughout the project lifecycle. He/She leads the handover stage to the execution teams to effectively communicate and support project success.
Successful performance of the Pre-Construction Manager will be measured though several key performance indicators (KPIs) including financial data, efficiency and effectiveness of internal processes systems, staff learning and growth, contribution to strategic initiatives.
**Responsibilities & Duties**:
- Responsible for leading preconstruction project planning and analysis; conceptual, schematic, estimates, schedules, and establishment of tender submissions.
- Play a key role in securing new work by participating in RFP responses, proposals and presentations.
- Actively participates in business development activities by initiating and maintaining positive working relationships with clients, engineers, consultants, subcontractors, vendors, and trade partners.
- Understands client’s needs, effectively offer solutions, and communicate with confidence how TESC can successfully meet and exceed project objectives.
- Responsible for contract negotiations and administration.
- Review assumptions and clarifications for cost plans, project budgets and cost estimates.
- Drives project start-up, including handover and onboarding process.
- Organize and lead the transition meeting between the project execution team and the pre-construction team and coordinate the follow-up meetings to ensure scope of work is clearly understood.
- Collaborate with execution teams on construction schedules, procurement, material delivery, safety, constructability reviews, and contract terms and requirements.
- Develops project work breakdown structure (WBS) to identify, communicate and manage project scope, risk, goals and project progress/performance.
- Assist project teams in review of change order issues, claims/dispute, including assessing, negotiating and finalizing as required.
- Provides leadership, training, and coaching to all Pre-Construction team members through motivation, mentoring and performance management.
- Lead estimate reviews, project risks reviews, scheduling and resource requirements.
- Gather lessons learned with project teams to review successes and areas for improvements for future project planning and analysis.
- Support project execution teams and provide feedback to estimating on trades, budget, and schedule and assist with this function as required.
- Develop and maintain positive relationships with all other TESC departments and employees, and work in accordance with cross functional departments.
- Ensures compliance with local, provincial, and federal laws, statutes, and regulations, TESC and client policies.
- Provide support to General Manager in the design of long
- and short-term goals and objectives, and strategic planning.
- Promote a culture of high performance and continuous improvement that values learning and a commitment to quality.
**Job Specifications**:
- University Degree or College Diploma in Engineering, Quantity Surveying, Construction Management or equivalent combination of education and field experience.
- Minimum 10 years of management experience in the ICI construction industry.
- Strong client focus, initiative-taking, and a desire to achieve results.
- Demonstrated ability to evaluate project-related processes and make necessary changes to meet and exceed internal and external customer expectations.
- Thorough knowledge of all aspects of the project lifecycle within a construction environment, as well as knowledge of various project delivery methods.
- Excellent attention to quality, accuracy, and details.
- Financial acumen/ability to comprehend budget structures.
- Commitment to collaborating in a team environment, with established leadership skills.
- Excellent judgment and problem-solving skills including negotiation, crisis management, and conflict resolution.
- Ability to build and manage successful teams within a multi-trade environment, effectively motivate people and maintain positive working relationships.
- Strong presentation skills and verbal/written communication skills.
- Strong computer literacy in Microsoft Office (Microsoft Excel, Word, Outlook, PowerPoint) and demonstrated knowledge of scheduling practices and software such as MS Project or Primavera P6.Professional designation such as PMP, Gold Seal, or PQS an asset.
- Valid G License with a clean driver’s abstract.
