**Job Description**:
3M is seeking a Head of Government Affairs for its Government Relations team located in the Greater Ottawa Area. As a member of Canada’s leadership team and USAC Government Affairs leadership team, they will be responsible to develop and implement an effective government relations strategy focused on advocating 3M business interests to and managing relationships with government decision-makers and those who influence decisions across all government jurisdictions.
Main Responsibilities:
- Develop and Implement a 3M Canada Government Affairs plan across jurisdictions directed towards enhancing and protecting company's results and reputation.
- Serve as lead to corporate expertise on assigned government affairs issues within all jurisdictions in Canada.
- Directly deal with very diverse sectors of government and internal businesses including but not limited to Health, Transport, Energy, Safety, Industry, Finance, Trade, Sustainability, and Science & Technology.
- Responsible for lobbying legislations compliance and training for all 3M Canada employees as well as all reporting according to each specific jurisdiction rules.
- Monitor key bills, issues, government positions and decisions and pro-actively inform and advise internal decision makers on risks, opportunities and actions to be taken.
- Responsible for the development of strategic relationships with key external influencers and stakeholders both in government and in diverse industry associations to achieve appropriate outcomes.
- Work closely with and leverage industry associations, business coalitions and interest groups to pursue policy, legislative, regulatory and trade goals, drive growth, protect the company and raise 3M's public profile.
- Externally represent the company in associations, at key public forums, conferences and in informal organizations in line with key government areas of interest and to advocate key positions;
- Coordinate adaptation and creation of official positioning strategy and documents used for government communication together with internal stakeholders from all disciplines positioning company objectives, technologies, values and culture with government objectives.
- Work with the business communities to grow 3M Sales by advancing 3M public policy issues utilizing internal assets, and external consultants. Responsible for control and oversight of government consultants and contracts.
- Comply and work together with Ethics and Compliance to achieve the highest level of ethical standards and FCPA compliance in all activities especially in this high-risk public domain.
- Builds relationships at senior levels in select federal ministries, provincial, and municipal governments to accelerate business growth.
- Identify emerging issues and policy initiatives that could impact the business; inform and educate colleagues as required
- Update, through regular briefings and communications, 3M leaders on key issues / government policy agendas and provide analysis of the implications on 3M business objectives.
- Participate in and represent the company’s positions, or staff company executives where appropriate, on advisory committees and economic development institutions.
- Draft testimony, responses, comments and other research for submissions to national government bodies related to public policy matters.
- Champion commercial diplomacy by identifying and mapping key influencers, maintaining and fostering relationships with business councils and trade associations, and government officials.
- Coordinate, manage or support the company’s participation in policy related committees at trade associations as well as ad hoc coalitions and associated task forces.
- Manage and coach team of Government Affairs Managers and coordinate workload across the team.
To set you up for success in this role from Day 1, 3M requires (at minimum) the following qualifications
- University Degree in either Business and/or Political Science/Law. Master's degree, MBA degree or other advanced degree is preferred.
- 10 years’ experience in the field of government relations

- Bilingual: English & French, an asset
- Technical: depth of expertise in government policies, legislation and regulatory processes and political dynamics. Strong research, analytical, and critical thinking capabilities.
- Collaboration and communication skills: External relationships are paramount and include politicians, government executives, industry associations, and industry representative peers. Demonstrates superior interpersonal, negotiating, strategic, analytical and advocacy skills, as well as outstanding listening skills and cultural sensitivity.
