Shared Health leads the planning and coordinates the integration of patient
- centered clinical and preventive health services across Manitoba. The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.

**Position Overview**:
The Supply Chain Management Shared Service (SCMSS) is a new organization that supports healthcare delivery across Manitoba by contracting, procuring and distributing supplies, equipment, and services to service delivery organizations (SDOs) across the health sector.

Additionally, the SCMSS leads the category management Health and Population Cluster for the Government of Manitoba and is responsible for establishing contracts for in-scope items that can be used by stakeholders across the Government of Manitoba and other public sector partners.
The Contract Specialist is a key role in the new SCMSS within Shared Health providing on-going leadership to drive innovation, mitigate supply risk, and improve supplier performance.

**Main Function**

Contract Specialists support contracting activities within the health and population cluster, by:

- Leading the development and execution of contracting strategies and plans for assigned categories with approximately $ 15-50 million of annual spend including coordinating the tendering process which includes drafting of tender documents, facilitating evaluation and leading negotiation and contract execution;
- Guiding stakeholders including administrators and clinicians through contracting processes to effectively implement and execute contracts in compliance with internal standards;
- Managing risks, resolving issues around contracts and maintaining a high level of client service;
- Providing expertise on and effectively implementing all aspects of contracting strategies, strategic contracting initiatives, contract management plans, and the tendering cycle;
- Collaborating with the work area colleagues and integrating with the value analysis teams to develop robust contracting strategies based on research;
- May directly guide working groups including government stakeholders through a contracting management process.

**Experience**:

- 5 years of progressive experience providing contract management services in an enterprise-wide supply chain management system including contracting, strategic tendering using defined methodologies and processes such as the category management methodology for contracting in a large publicly funded organization, preferably in the health sector, including:

- 5 years of experience developing, drafting, evaluating and awarding tenders using a wide variety of tendering formats such as RFPs, RECs, RFIs and RFQs and experience with contract management and different contracting approaches while ensuring compliance with trade agreements and legislation.
- 3 years of experience influencing senior management, key stakeholders including senior clinicians.

**Education (Degree/Diploma/Certificate)**:

- Post-secondary degree in supply chain management, business administration, commerce or a related field from an accredited post-secondary education institution.
- Additional specialized training in contracting and strategic tendering an asset.
- An equivalent combination of education and experience may be considered.

**Certification/Licensure/Registration**:

- Active member in good standing of an associated regulatory body as appropriate.
- Supply Chain Management Professional (SCMP) Level III, completion of the Certified Purchasing Professional; or related a designation in Logistics or Supply Chain are assets.

**Qualifications and Skills**:

- Demonstrated leadership capabilities at the staff level. The provincial health system in Manitoba has adopted the LEADS in a Caring Environment framework.

**Physical Requirements**:

- Must be able to work safely in a typical computerized office environment with frequent meetings at multiple client sites, and to lift and carry items of up to approximately 10 kg.
- Interruptions to respond to questions are common dedicated and focused time for planning and concentration can be scheduled.
- Travel throughout the province requiring a valid Manitoba driver’s license and use of a personal motor vehicle.
