**Manager, Project Permitting (Term for a period of up to 3 years)

**The Vancouver Fraser Port Authority is responsible for the stewardship of the Port of Vancouver, Canada’s largest and most diversified port. Our mandate as a Canada Port Authority, as set out by the **_Canada Marine Act _**, is to enable Canada’s trade objectives, ensuring goods are moved safely and responsibly through the Port of Vancouver. That means providing infrastructure and ensuring the safe and efficient movement of marine traffic and cargo within the port. It also means we carry out reviews of proposed activities and developments on federal port lands and waters to determine whether a project can go ahead without impacts to the environment and community that cannot be mitigated.**

**SUMMARY**
**The **Manager, Project Permitting **will**:
- **Lead establishment of large monitoring programs to confirm effects predictions and mitigation effectiveness, including oversight frameworks incorporating Indigenous group and regulatory agency interest.**:
- **Lead development of environmental management plans and associated compliance monitoring framework. Ensures that all permit and approval records are filed and maintained including submittal documentation, issued permits and accompanying requirements and information supporting the project.**:
- **Oversees the resolution of environmental permitting and approval issues arising from changes to original design, procurement models or construction proposals.**:
- **Establishes and maintains working relationships with relevant governmental authorities, Indigenous groups and stakeholders in conjunction with the Indigenous Consultation and Communications Managers.**:
- **Provides guidance, support and direction to the project team to ensure the effective coordination and timing of the required permits and approvals as they relate to the project schedule.**:
- **Manages the environment schedules for integration into overall project schedule and working documents, ensuring sequencing of workstream activities are aligned to achieve project objectives**:

**Leadership and Management**
- **Plans, implements and reviews departmental staffing requirements for areas of responsibility to optimize service delivery to all stakeholders. Liaises with Human Resources to ensure the effective hiring, training and performance management of staff.**:
- **Procures, leads and manages consultants and contractors.**:
- **Manages direct reports ensuring that team and individuals performance goals are clear and actively managed with development needs defined and addressed.**:
- **Provides an active and positive leadership example within the wider Port community, clearly communicating VFPA’s vision and key elements of VFPA’s business plan, ensuring VFPA’s ability to deliver improvements through influence as well as direct control.
**EDUCATION & EXPERIENCE**
- **University degree along with a minimum of 5 years of related experience in permitting at a senior level, or an acceptable combination of education and experience.**:
- **Familiar with both federal and provincial environmental regulations and jurisdiction and have a good working knowledge of environmental assessment methodology and permitting.**:
- **Experience working on large capital and infrastructure development projects.**:
- **Experience managing a team, business planning and overseeing a Work Stream/Project budget.**:
- **Experience managing the services of consultants and contractors.**:
- **Excellent communication and public speaking skills and a demonstrated ability to effectively interface with all levels of business to represent VFPA as a dynamic organization prepared to seize opportunities as a world-class port.**:
