ECF manages initiatives and programs that reduce the environmental footprint of the entire Toronto community guided by the TransformTO Net Zero Strategy (NZS).

ECF Net Zero Buildings Unit is currently recruiting for four Project Leads:
2 - Project Lead Environment (Building Emission Performance Standards)

2 - Project Lead Environment (Program Delivery)

**Net Zero Existing Buildings**

As a member of the Program Delivery or the Building Emissions Performance Standards Team, the Project Leads will focus on advancing key actions identified in the Net Zero Existing Buildings Strategy to support Toronto's goal of net zero emissions by 2040. In this capacity, the Project Leads will be assigned to key initiatives with a focus on the decarbonization of buildings, ranging from low-rise to high-rise and everything in between. Project Leads will support the enhancement of existing retrofit support programs or the development of new policies or programs.

I. Engagement & Communication
- Planning and coordination of engagement or consultation activities adaptable to various audiences to gather input for new program or policy developments.
- Engagement with a range of community or business interest holders, including the broader public, relying on excellent communication skills tailorable to diverse audiences.
- Development and execution of marketing or engagement plans to advance program goals and increase community awareness of the net zero building emissions target.

II. Program Design & Delivery
- Design and implementation of new and existing building retrofit support programs, including cross-sectoral and multi-divisional coordination, comprehensive procurement processes, and data management.
- Conduct research, engage in industry and community consultations, and provide recommendations on program design models to ensure effectiveness, feasibility, and alignment with stakeholder needs.
- Review and analysis of technical building retrofit communications, reports, case studies, and knowledge share products.

III. Policy, Research & Reporting
- Research, analysis and report writing to support and inform evidence-based policy development.

**Major Responsibilities**

Responsibilities for the Project Lead include, but not limited to, the following:

- Conduct research on a range of new projects and initiatives, including climate action planning, building decarbonization, low carbon building technologies, climate finance, climate program delivery with specific consideration of environmental/climate justice and equity.
- Identify developments within the field, including initiatives by other levels of government, other municipalities, and organizations, as well as emerging research and evidence-based advice from the academic community, along with corporate policies, practices, and legislation.
- Participate in the Division’s program planning process, which includes developing long range Divisional objectives, and ensure effective relationships with internal and external partners.
- Act as a resource person for communications, inquiries or technical questions related to Divisional activities and programs, delivering presentations, facilitating requests originating from elected officials, other Divisions, and the public.
- Prepare reports and status updates for the senior management team, in addition to undertaking program evaluations including tracking and quantifying program impacts, making recommendations for ongoing program enhancements, and writing reports to Council.
- Coordinate divisional input and responses to various requests (e.g., requests for comment, stakeholder consultation) as well the development of various materials (e.g., promotional, education, training) through various channels/processes which may include social media.
- Oversee assigned projects, providing contract management, while monitoring project timelines and expenditures to ensure completion within approved work plans and budget limitations.
- Prepare comprehensive work plans in coordination with all internal and external parties involved in project execution.
- Support the preparation of Requests for Proposals/Request for Quotation, and tender documents.
- Collaborate with project team members, support staff and trainees, ensuring effective teamwork,
