The City of Victoria is looking for a forward-thinking Supervisor to lead our Land Development team. In this role, you’ll supervise a motivated and dedicated team, and champion the delivery of high-level land use, building, and development projects across the City of Victoria.

**KEY DUTIES**
- Ensure schedules, procedures and established performance and safety standards are met, responsible for full supervision of staff.
- Direct the staff review of and approve or decline servicing requirements in the role of Servicing Officer, as appointed by Council in accordance with provincial legislation.
- Administer the Engineering Department review of and oversee staff review of land use and building permits; administer staff review and approval of utility permits in accordance with policy and procedure.
- Update and develop policy, process, and procedure to ensure City interests are considered during permit review processes.
- Negotiate and resolve issues not resolved at junior staff level such as the resolution of undelivered development commitments, and neighbourhood complaints requiring creative solutions.
- Adjudicate requests for exemptions, credits, and rebates of Development Cost Charges; consult with appropriate City departments to determine if alternate measures in accordance with Provincial legislation and best practise, calculate credit amount and update electronic records.
- Prepare section budget, approve, and monitor expenditures.
- Resolve issues raised through enquiries and complaints from the public referred by Mayor, Council and Senior Management.
- Provide direction and information to staff and other departments on land development enquiries and complaints, the Development Cost Charges Bylaw, and the Subdivision Bylaw.
- Represent the department at various committees of Council and public meetings; compile resource material and deliver presentations as required.
- Perform related duties where qualified.
**INDEPENDENCE**
Work is reviewed through scheduled meetings with supervisor.
Issues such as staff levels and major budget expenditures are discussed with supervisor.

**KEY SKILLS AND ABILITIES**
- Organize and prioritize the work of a section.
- Working level operation of City word processing, spreadsheet, and related specialty software.
- Ability to negotiate outcomes and resolve disputes.
- Read and interpret engineering plans and drawings.
- Interpret related policies and regulations.
- Prepare reports and make presentations.
- Maintain accurate records and prepare budgets.
- Supervise and direct section staff.
- Establish and maintain effective working relationships.
- Represent the City to the public and outside agencies.
**QUALIFICATIONS**
**Formal Education, Training and Occupational Certification**:
Technical School Diploma in Civil Engineering Technology. (2 years)
Accredited courses in Management Studies. (1 year)
Registration or ability to register as an Applied Science Technologist (AScT) with the Applied Science Technologist and Technicians of BC. (ASTTBC)
Municipal Administration Training Institute (MATI) School for Approving Officers or equivalent training. (35 Hours)
Current and valid Class 5 B.C. Driver's Licence.
**Experience**:
6 years of related experience including supervisory experience.
or an equivalent combination of education and experience.
**OTHER**:
May be requested to substitute in a more senior position.
