Manager, Project Delivery

We are looking for a Manager, Project Delivery to support our Real Property Planning and Management (RPPM) Branch. The Manager, Project Delivery would be someone who shares our core values of Integrity, Excellence, Respect and Creativity.

The Manager, Project Delivery manages resources within the Project Delivery Office (PDO) to support the RPPM Recapitalization Program, Research Centre Minor Capital projects and Office of Facility Renewal Management (OFRM) funded projects.

The position provides a wide range of expertise in project management services, and project delivery office management including mentoring of Construction Project Managers to ensure that all construction projects are delivered to clients as agreed, that schedules and budgets are adhered to, and that stakeholder expectations are met. Oversees and provides program reporting updates for the RPPM Recapitalization Program, Research Centre Minor Capital projects that RPPM are leading, and project delivery support for OFRM.

Within the Engineering and Construction team of RPPM, the Project Delivery and Engineering Services teams collaborate to complete planning, project management, design and construction management services for base building renewal/recapitalization projects under RPPM’s Recapitalization Program, as well as research program related minor capital projects. Additionally, the RPPM PDO will lead project delivery for the OFRM team who have the mandate lead NRC scientific facility recapitalization projects in order to deliver research facilities and real property renewal projects to support NRC’s transformation journey into a more advanced research and technology organization that supports Canada’s science, technology and innovation ecosystem.

The Manager, Project Delivery is responsible for the effective supervision and provision of leadership to a team of Project Managers, Construction Project Managers, Construction Project Coordinators and Administrative Support Staff within the RPPM Engineering and Construction Office who are responsible for carrying out formal project management activities. The Team Leader will work jointly with employees to set commitments and provide ongoing feedback to ensure desired outcomes and impacts are achieved and/or build and maintain competencies in Project Management for the Branch.

**Education**:
Bachelor’s degree in engineering, science, commerce or a related field is required.

Graduation in business administration or a program specializing in project management would be considered an asset.

Formal designation as a Project Management Professional (PMP) from the Project Management Institute (PMI) would be considered an asset.

**Experience**:

- Recent and significant experience in managing large complex projects involving multi-disciplinary teams and multi-partner resources in a matrix environment, including employees, sub-contractors and complex procurement aspects.
- Recent and significant experience in managing construction projects at all stages of development and execution. Including leading and overseeing project charter and project management plan development processes and all reporting activities.
- Experience in reporting to senior management on project performance including reviewing, producing and analyzing project performance indicators, such as those related to costs, schedule, quality, client satisfaction and project team engagement, and providing recommendations.
- Experience in internal and external stakeholder engagement in a complex environment.
- Recent and significant experience managing a multi-disciplinary team of employees and associated human resource actions including, assignment and monitoring of work, recruitment, mentoring and coaching to ensure alignment with program and project objectives.
- Significant: At least 5 years

**Technical Competencies**:

- Knowledge of the techniques for conducting and leading project management activities such as developing project charters and management plans, budgets, costing, risk management, reporting, contracting and contract negotiations.
- Extensive knowledge of the construction industry, specifically in the management of scientific or industrial infrastructure and real property projects. Experience in the Federal Government environment would be considered an asset.
