18 month opportunity for a **GIS Application Specialist** (temporary leave coverage)
***:Under the general supervision of the Manager Planning Services and the technical direction and guidance of the Chief Mapping Technician, develops and provides GIS software solutions for the Department and provides technical guidance to the Department’s staff and clients. Key responsibilities include the preparation and maintenance of the Section’s GIS datasets, extraction of raw data from various formats and repositories, and individual project management as it relates to data creation, management, and maintenance in a GIS and database environment.
**MAJOR RESPONSIBILITIES**:
- Prepares various products including maps, plans, exhibits, displays, and visual aids for the Corporation and the public.
- Creates, analyzes and interprets three dimensional map data.
- Uses aerial photography to enhance and support the creation of mapping products.
- Liaises with Corporate Information Technology to create, update and maintain the Department’s data sets, and database schemas, tables and metadata.
- Converts, extracts and analyzes data presented and displayed in mapping products.
- Participates in special projects.
- Researches mapping information.
- Analyzes, researches and evaluates Geographic Information System (GIS) solutions for the Section.
- Identifies and recommends the Department’s technical standards, guidelines, and procedures related to its GIS processes, and creates, updates and maintains data dictionary.
- Performs advanced statistical and spatial analysis related to the Section’s planning initiatives.
- Manages the integration of multiple datasets.
- Liaises with Corporate Information Technology to, design, develop and maintain custom scripts and programs, which query Corporate databases for map automation.
- Participates in Corporate wide initiatives and cross-functional teams.
- Collaborates with GIS users, consultants and software business partners to identify problems, test scenarios and implement new solutions.
- Keeps abreast of current software technology and identifies and recommends operational efficiencies and improvements related to the Section’s processes.
- Provides mapping related customer service and liaises with other departments and agencies.
- Provides technical direction and guidance to Mapping staff.
- Performs other related duties as assigned.
**QUALIFICATIONS**:
**Education/Experience**:
- A diploma in Geography, Cartography, Civil Engineering or a related field with a certificate in Geographical Information Systems; and
- Three (3) years’ experience in mapping procedures and standards including a minimum of two (2) years’ experience in GIS scripting using Visual Basic, Python and ESRI tools; or
- Equivalent combination of education and experience.
**Skills/Abilities**:
- Problem solving and analytical skills, along with the ability to analyze data and statistics
- Ability to work effectively as a member of a team and independently
- Ability to deal with the public in a courteous, professional and tactful manner
- Strong organizational skills with proven ability to manage competing priorities in a fast paced environment
- Ability to interpret air photographs and topographical maps
- A working knowledge of relational database concepts and software including Access, Excel, Dbase, and Oracle and SQL query language
**Assets**:
- GISP certification
- Experience in the latest release of AutoDesk software (AutoCad, AutoCad map)
- Experience with three dimensional mapping software
- Experience working in a municipal/government environment
