Position Summary
Under the supervision of the Trades Coordinator, Carpentry, this employee supervises an assigned Trades area consisting of other Journeypersons and tradespersons of the same trade qualification. An employee in this class is responsible for all the activities of his area including construction, repair and maintenance activities; working planning and scheduling; specification input; supervision of subordinates; and inspection/certification of work performed. In addition, the employee will also perform Journeyperson level work; prepare cost estimates; requisition supplies; prepare sub-contracts; keep records; and prepare reports. The Coordinator is available, as required, to provide or clarify technical details, oral or written instructions, work priorities, schedules, plans and specifications. Work performance is evaluated through consultations, inspections, cost reviews and feedback from field personnel. Key Duties & Responsibilities
Plans, schedules, assigns, and supervises the work of Journeypersons and tradespersons performing repairs, maintenance, and construction on municipal buildings and facilities. Monitors work progress to ensure adherence to provincial codes, city bylaws, safety practices, and standard trade procedures. Inspects contract work for compliance with plans, specifications, and safety protocols. Requisitions supplies, materials, and equipment; manages inventory, employee time sheets, and cost records; and prepares reports. Monitors expenditures, explains variances, and ensures proper spending. Performs the work of subordinates when necessary, diagnoses issues, and resolves problems. Prepares work schedules, estimates material and personnel requirements, and manages project completion. Contributes to hiring decisions, maintains attendance and personnel records, and enforces discipline as needed. Trains workers, explains regulations, and ensures safety compliance. Coordinates work activities to prevent conflicts and recommends improvements in work methods, equipment, and working conditions. Reads and interprets drawings and diagrams. Follows all safety regulations, including the Provincial Occupational Health and Safety Act and City of Regina guidelines. Performs surface preparation, applies coatings, paints, and decorative finishes, and manages the use of scaffolding, ladders, and other equipment. Prepares and applies coatings to furniture, fixtures, and buildings. Selects and mixes paints or stains to match specified colors. Conducts graffiti removal, inspects subcontractor work for quality, and estimates material needs. Cleans equipment and maintains a stock of parts. Participates in project cost estimation and ensures adherence to safety practices. Performs related duties as required. Key Qualifications
Knowledge, abilities, and skills are typically gained through Grade 12 completion, Journeyperson Certification in Painting and Decorating, and two years of relevant experience in the construction and maintenance field, a Foreperson requires supervisory experience as well. Key qualifications include:
Thorough knowledge of the standard methods, materials, tools and equipment relevant to the assigned trade.
Considerable knowledge of the applicable bylaws, codes and regulations.
Knowledge of the general rules and regulations of the Provincial Occupational Health and
Safety Act and the City of Regina Occupational Health and Safety Manual.
Ability to understand and execute oral and written instructions.
Ability to supervise and train subordinates.
Ability to plan and schedule projects to ensure timelines are adhered to.
Ability to keep accurate records of labour, equipment and material used.
Ability to follow and enforce all safety rules and regulations.
Ability to inspect and assess work quality.
Ability to establish effective working relationships as necessitated by work assignments.
