**SOMMAIRE**
Sous la responsabilité de la Direction, Approvisionnement et logistique, le titulaire contribue au processus d’approvisionnement en biens et services de projets qui sont principalement, mais sans s’y limiter, de moyenne envergure, et ce, pour l’ensemble de l’Hôpital. Notamment, il travaille étroitement avec ses clients et les fournisseurs pour les dossiers qui lui sont assignés. Il explique la méthode d’approvisionnement sélectionnée aux clients tout en impliquant les parties prenantes.
Il négocie des contrats en collaboration avec les clients internes et les fournisseurs, conformément aux bonnes pratiques et aux directives éthiques. Le titulaire s'assure également que tous les processus d'approvisionnement sont suivis conformément aux politiques et procédures existantes.
**EXIGENCES**
- Détenir un certificat universitaire ou un diplôme d’études collégiales dans un domaine administratif ou relié aux finalités de l’emploi. Une expérience complémentaire dans le domaine de l’approvisionnement et équivalente aux années d’études peut compenser pour le diplôme.
- Détenir ou avoir débuté une certification en approvisionnement (Association de la gestion de la chaîne d’approvisionnement) ou l’équivalence.
- Posséder un minimum de trois (3) ans d’expérience comportant des responsabilités reliées au processus d’approvisionnement régulier ou complexe;
**- **Maîtriser la langue française et anglaise à l’oral et à l’écrit à un niveau supérieur
- Connaissance des lois et de la directive en matière d’approvisionnement dans le secteur parapublic de l’Ontario ainsi que de la Loi sur la responsabilisation du secteur parapublic; et tout autre cadre législatif et normatif en vigueur;
- Connaissance des procédures et des opérations journalières des systèmes informatiques d’approvisionnement;
- Connaissance des systèmes financiers, suite Microsoft et systèmes d’affichage public d’appel d’offres (tel que MERX.)
- Posséder une expérience en milieu hospitalier ou autres organismes publics;
- Connaissance du logiciel Meditech.
- Formation et/ou Posséder une expérience en gestion de projet
- Connaissance du système Bonfire

**SUMMARY**
Reporting to the Director of Procurement and Logistics, the Buyer contributes to the procurement process of goods and services for medium sized projects that are primarily, but not limited to, across the hospital. In particular, they work closely with clients and suppliers on assigned files. They explain the selected procurement method to customers and stakeholders. The buyer negotiates contracts in collaboration with internal customers and suppliers, in accordance with good practices and ethical guidelines. The Buyer also ensures that all procurement processes are followed in accordance with existing policies and procedures.
**REQUIREMENTS**
- Possess a university certificate or college diploma in an administrative or employment-related field. Additional experience in the procurement field, equivalent to the years of study, can compensate for the degree.
- High level of bilingualism in French and English (both written and oral)
- Possess or have started a Supply Chain Management Association (SCMA) certification or equivalent
- A minimum of three (3) years of experience with responsibilities related to the regular or complex procurement process’
- Knowledge of _**Ontario’s Broader Public Sector Procurement Legislation**_ and _**Directive and the Broader Public Sector Accountability Act**_; and any other applicable legislative and prescriptive frameworks
- Knowledge of NRFP
- Knowledge of the day-to-day procedures and operations of IT supply systems
- Knowledge of financial systems, Microsoft suite and public tender display systems (such as MERX.)
- Experience in a hospital or other public organization is preferred
- Knowledge of Meditech software.
