- As the Finance Lead, you will provide leadership, guidance, financial expertise, business acumen, advice, reporting and interpretation of financial information supporting the Utilities Delivery Business Unit. Primary duties include:

- Financial support for the capital programs in the self-supported utility lines of service (three water lines of service: Water Treatment & Supply, Wastewater Collection & Treatment, and Stormwater Management, and Waste & Recycling).
- Support the rate model for self-supported water lines of service including monthly, annual, and periodic processes including planning, analysis, forecasting, reporting for utility rates and off-site levies. This includes significant guidance of the cost-of-service process for the water lines of service.
- Business and strategic financial planning: participating on the management team and providing leadership, financial expertise, and advice to help the business unit in achieving their goals.
- Provide financial analysis and support working closely with the finance team on business unit operating and capital budgets.
- Participate on business unit committees and projects: participating in key roles, collaborating with the business unit by providing financial advice on various working committees and projects.
- Ensure internal controls/management audits: develop and ensure proper internal controls, accounting policies and processes are in place and adhered to.
- Support and integrate industry, corporate, portfolio and business unit policy changes and process: ensuring integrity and consistency of financial information, and adherence to City wide policies and procedures.
- Provide business analysis and recommendations as to the efficiency, effectiveness, and scope of business activities.
- Manage and provide leadership and direction to staff.

**Qualifications**
- A degree in a relevant discipline plus a professional accounting designation such as Chartered Professional Accountant (CPA).
- At least 8 years of related financial/accounting experience in progressively more responsible positions.
- Equivalent combinations of experience and education may be considered.
- Previous leadership, audit and/or financial reporting experience will be considered an asset.
- Experience with accounting for large complex capital projects with complex funding structures is an asset.
- Experience with Utility rate modeling combined with advanced level of proficiency in MS Excel is an asset.
- Knowledge of information systems and technology to leverage financial reporting is an asset.
- Extensive financial experience from both a corporate and operational perspective and expert knowledge of financial and accounting processes and financial controls is an asset.
- Solid strategic leadership and management capability to achieve results that are aligned with organizational goals, nurturing an environment to strengthen the workplace, and political acumen.
- Strong customer focus is required as well as the ability to build relationships with business clients and colleagues.
- Superior analytical and decision-making skills, focused on an assessment of risks and opportunities, with proven ability to achieve compliance with difficult and/or unpopular decisions.
- Well-developed communication skills and effectiveness in working with senior levels of the organization.
