The Alcohol and Gaming Commission of Ontario (AGCO) is a regulatory agency that reports to the Ministry of the Attorney General. The AGCO is responsible for regulating the alcohol, gaming, horseracing, and cannabis retail sectors in Ontario, in accordance with the principles of honesty and integrity, and in the public interest.
The Human Resources Branch is seeking a seasoned and strategic Total Rewards Lead to lead the design, development and execution of compensation plans and programs to ensure market competitiveness and alignment with organizational goals. In this role, you will report to the Senior Manager, Human Resources Operations and oversee the full spectrum of compensation and benefits programs, including pension plans. This is an exciting opportunity to bring your expertise in total rewards to a role that makes a meaningful impact on both employees and organizational outcomes.
- Work with service providers and Division partners in the design, development and execution of total rewards strategy.
- Develop policies and procedures for the effective administration of compensation, benefits, pension, and other total rewards programs to align with organizational goals and regulatory requirements.
- Research external trends and conduct benchmarking to propose strategic recommendations that keep the organization’s total rewards offerings competitive and aligned with workforce needs.
- Lead the planning and execution of key total rewards and HR-related projects from inception to completion to drive enhancements that support agency objectives.
- Oversee the general administration of pension and benefits programs by consulting with partners and providers to ensure efficient processes and compliance with legislation and Union requirements.
- Support the annual group benefits policy renewal by researching and recommending new benefits program options to maintain competitiveness.
- Collect and organize data to analyze compensation changes, conduct cost modeling and provide strategic insights and recommendations to guide decision-making.
- Ensure that compensation practices comply with collective bargaining agreements and current legislation, such as pay equity and the Employment Standards Act (ESA), to mitigate risks and maintain compliance.
- Conduct job evaluations for positions across the AGCO to support organizational structure and decision-making.
- Provide day-to-day leadership to members of HR Operations team.
- Post-secondary education in Human Resources, Business Administration, Data Sciences, or equivalent work experience.
- Professional certifications and/or advanced training in areas of compensation, pay equity, benefits and pension.
- 3+ years of experience in establishing and maintaining compensation structures and administering compensation programs.
- Certified Human Resources Leader (CHRL) is preferred.
- Expertise in job evaluation methodologies, with a preference for the Hay point method, and advanced knowledge of compensation practices.
- Practical knowledge of employment legislation, including ESA, Human Rights, Pay Equity, and other related regulations, ensuring compliance across compensation and benefits programs.
- Experience leading teams to foster collaboration and achieve organizational goals.
- Strong ability to manage projects from inception to completion, ensuring seamless implementation and successful outcomes.
- Proven ability to collect, analyze, and interpret HR data, with expertise in creating reports, dashboards and data visualizations.
- Proven experience using insights to develop recommendations that drive decision-making and align with organizational goals.
- Strong attention to detail with the ability to ensure accuracy across processes and data.
- Superior verbal and written communication skills.
