Position Overview
The Casework Supervisor - General role is to ensure fiscal responsibility for the corporation, the Municipality and Provincial tax dollars. They ensure that legislation and policies set out by the Province and Municipality are adhered to and comply with program integrity. The Supervisor is responsible for delivery of financial assistance and other related services to social assistance clients and operates in accordance with the mandate of the Ontario Works Act 1997, the Ontario Disability Support Program Act 1997, the Homemakers and Nurses Services Act, various Provincial Acts as well as County policy.
**Responsibilities**:
Ensure Legislation Compliance/Financial Eligibility Determination:
- Make, monitor and audit financial eligibility decisions under the Ontario Works Act and Regulations, Homemakers and Nurses Services Act and other relevant legislation's of the Province and the Corporation
- Supervision of staff who manage various specialized duties i.e. emergency shelter, interval home, domiciliary hostel, intensive case management, Learning Earning and Parenting Program and Home Maker's and Nurses Services
- Determine eligibility for funeral coverage and approve payment for funeral and burial requests and request reimbursement through completion of required Canada Pension Plan (CPP) forms
**Technology**:
- Use provincial data base system to administer the Ontario Works program
- Assess issues and take corrective action where necessary with use of provincial database
- Use various programs to manage daily responsibilities and staff (i.e. Info HR, Microsoft Office and Outlook)
**Administration Appeal Process**:
- Complete internal review process for eligibility decisions under appeal
- Take part in Early Resolution sessions with Social Benefits Tribunal (SBT)
- Prepare written SBT submissions for Manager's review and signature
- Present cases to the SBT on behalf of Administrator
**Budget/Finance**:
- Approve staff expense claims
- Authorizes payment to vendors and client's as per approved procedures
**Human Resources Management**:
- Assist with the recruitment and selection of departmental staff
- Prepare and deliver performance appraisals and exit interviews
- Compile an individual development program which includes an orientation period, identification of educational and training needs and auditing of work
- Follow performance management policy and establish corrective action
- Monitor staff attendance and schedule workload
- Review and interpret information in reports to assess individual and team performance
- Provide supervision to another team in their Supervisor's absence
- Ensure adherence to legislation such as Employment Standards Act, Ontario Health and Safety Act, Human Rights Code, union collective agreements and County policies
**Communication**:
- Interact with other social service agencies, elected officials and legal representatives to resolve client issues, verify and/or provide information
- Organize monthly team meetings to discuss policy change, health & safety etc.
- Participate on staff, community and new initiative committees
- Facilitate staff training, discussion groups and client workshops
- Liaison with other County departments (e.g. Information Technology, Finance)
- De-escalate and negotiate solutions in complex situations
**Other Job Tasks and Responsibilities**:
- Develop and assist in implementation of new policies and procedures based on changes in legislation, policy and procedure
- Assist in creation and delivering of training material
**General**:
- Incumbents must keep up-to-date on all relevant legislation, collective bargaining agreements, County Policies and Procedures, etc. ensuring that these are implemented as prescribed
- Incumbents must possess the physical ability to meet the duties and responsibilities of the job description and/or the requirements identified within the position's Physical Demands Analysis
