Human Resources Officer

Reporting to the Executive Manager of Employee Relations, the successful applicant will
provide expertise and support for human resources functions including disability management,
attendance support, human resource information system, recruitment and selection processes,
benefits and pension plan administration, payroll processing, and employment matters. This
permanent, full-time position works twelve (12) months per year and 37.5 hours per week from
the Catholic Education Centre in Dublin, Ontario.
KEY RESPONSIBILITIES:
- Develop and maintain effective business relationships within leaders and employees
- Provide expertise and support for human resources strategies, best practices, service
delivery and alignment with the Board’s organizational strategic plan
- Provide guidance and assistance to leadership and employees ensuring compliance
with legislative requirements, Board policies and administrative procedures, and
collective agreements.
- Address employment related inquiries; refer complex and sensitive matters to the
Manager in a timely manner
- Proactively administer medical leaves of absence, disability/WSIB/leave of absence
claims including monitoring the length of leave, absence entitlements and preparation of
return to work documentation.
- Facilitate the employee’s return to work including ongoing employee communication and
documentation, and routinely communicating with employees, leaders and union
representatives as appropriate.
- Review job descriptions, job demands and functional abilities documentation to identify
and provide suitable work for employees.
- Attend and facilitate meetings with leaders and employees to facilitate early and safe
return to work arrangements.
- Submit third party referrals including case management review, referral questions and
follow up discussions.
- Implement, support and reinforce the organizational attendance support and disability
management strategies.
- Provide advice and support pertaining to leaves of absences to employees and leaders.
- Attend and participate in employee meetings including investigations and disciplinary
meetings when requested.
- Attend and participate in grievance and labour management meetings.
- Support recruitment and selection processes including preparation of job postings,
develop and implement selection tools and templates, participate in interviews, conduct
reference and employment eligibility requirements and prepare applicable
documentation.
- Develop, implement and facilitate new hire onboarding programs in collaboration with
organizational partners.
- Subject matter expert for the Board’s human resources information system, provide
continuous improvement suggestions.
- Payroll processing responsibilities such as data input, verification of payroll information
and calculations, year end processes and reconciliation, payroll calendar preparation.
Liaise with the Finance department to ensure accurate and timely payroll processing.
- Maintain and retain accurate payroll records.
- Respond to inquiries, prepare and submit documentation for organizational pension and
benefits plans, including other administrative duties as required.
- Ensure effective records management for all areas of human resources including
management of personnel files.
- Maintain confidentiality, accuracy and integrity in the collection, processing and
maintenance of claims information in accordance with legislation and Board policies and
administrative procedures.
- Provide metrics and key performance indicators, provide analysis and identify
opportunities for continuous improvement recommendations.
- Provide assistance with the implementation of wellness and recognition initiatives.
QUALIFICATIONS:
- A university degree or three year college diploma in Human Resources, Business
Administration, or equivalent is required.
- Certified Human Resources Professional (CHRP) designation or willing to complete
designation
- A minimum of five (5) years of human resources generalist experience is required;
preferable in a public sector and/or unionized organization
- Demonstrated knowledge of labour and employee relations
- Experience in dealing with complex and sensitive matters, problem solving and analytical
skills
- Proven accuracy and attention to detail
- Ability to multi-task and manage conflicting priorities and deadlines with excellent time
management skills
- Strong customer service orientation, initiative and ability to exercise judgment in difficult
situations
- Ability to maintain tact, discretion and strict confidentiality
- Ability to perform well independently and as a member of a team
- Demonstrated knowledge and current experience with legislation such as the Ontario
Human Rights Code, the Ontario Employment Standards, the Ontario Health and Safety
Act, Accessibility for Ontarians with Disabilities Act (AODA) and Freedom of Information
and Protection of Privacy Act (FIPPA)
